Description
This is a Sources Sought Notice and should not be construed as a solicitation announcement. The purpose of this notice is to gain knowledge of potential qualified small and large businesses concerns, both US and Foreign, capable of performing Operations and Maintenance Services at multiple locations in Iraq. As the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. This effort is classified through the North American Industry Classification System (NAICS) under 561210, Facilities Support Services. It is anticipated that a solicitation announcement will be published in the Federal Business Opportunities on or about 1 August 2009. The contract will consist of multiple Contract Line Item Numbers, which may be either Firm Fixed Price or some form of cost reimbursement. The solicitation will consist of a base period of twelve (12) months plus two option periods of twelve (12) months each. The contract term will total not more than three (3) years. The Strategic Counterintelligence Directorate (SCID) has a requirement for operations and maintenance, life support and unspecified minor military construction services for approximately 100 personnel at multiple locations through Iraq. Contractor work and responsibilities shall include all planning, programming, administration, management, fiscal and property accountabilities and execution necessary to provide life support services, Department of Public Works Operations and Maintenance Services, and Unspecified Minor Military Construction. The following services may be solicited to support this requirement: Augmentation Services; Life Support Services; Housekeeping and Janitorial Services; Laundry Services; Food Services; Housing Management; Security Support Services; Motor Vehicle Fleet Support Services; Information and Communications Technology Support Services; Facility and Utility Operations and Maintenance Services to include Water Systems, Waste Water Systems, HVAC, Electrical Systems and Power Generation, Buildings and Structures, Grounds and Roads, and Pest Control Services; and Temporary Construction and Site Restoration. Response Requirements: Interested parties are invited to submit a Statement of Capability (SOC). SOC must identify (a) at least two (2) contracts (including current point of contact information) in which the interested party served as either the Prime contractor or a subcontractor (performing a substantial portion of the work described above) providing 24/7 life support and/or operations and maintenance support services in an overseas environment, especially in support of an Overseas Contingency Operation; and (b) years of company experience maintaining similar services in that environment. SOC must contain a cover letter including the company name, address, telephone, facsimile, e-mail address, and business classification. SOC must be submitted in writing. Responses must be received NLT June 23, 2009, 4:00 PM EDT.
