- SOURCES SOUGHT SYNOPSIS: This Sources Sought announcement is part of a market survey for information only to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The US Army Corps of Engineers, Alaska District is seeking sources for concrete training and expertise. The purpose of this sources sought synopsis is to gain knowledge of interest, capabilities, and qualifications of various concrete experts in order to make an appropriate acquisition strategy for the above project. The Government intends to use responses to this sources sought synopsis and appropriate contracting and business processes to ultimately award both services. Interested sources must state whether they are capable of providing one or both services. The Government must ensure there is adequate competition among the potential pool of available contractors. PROJECT INFORMATION: Provide concrete training and expertise to the Alaska District Corps of Engineers. Training sessions will be held in Anchorage, Alaska, and Fairbanks, Alaska and will include: •Ø Considerations prior to placing concrete •o What to consider in a mix design •o Formwork considerations for strength and appearance •o How to evaluate concrete equipment •o How to evaluate a concrete finish plan •o Considerations during weather proofing prior to placing concrete •o Typical challenges in activities prior to placing concrete •Ø Considerations while and after placing concrete •o Testing trucks •§ Test from truck •§ Test from chute •§ Test from pump •o Placing concrete •o Finishing concrete •o Common mistakes and remedies prior to placing concrete •o When and how to test during placements •o Testing •§ Air Entrainment •o Admixtures •§ When and how to use them properly •§ How to monitor •§ Length of mix time •o Protecting placed concrete during curing •o Common mistakes after placing concrete •o Typical challenges in activities during and after concrete placement •Ø Other related issues concerning concrete •o Design/Build and concrete •§ What absolutely must be in a D/B specification for concrete •§ How to achieve quality in concrete under D/B •o Concrete de-lamination Contractor is to provide an agenda for the training along with handouts, when appropriate, for aspects of the training that can be outlined for reference material. Concrete expertise will consist of the evaluation of concrete samples. Work may include preparing a work plan, measuring, testing for delamination and air content, and petrographic examinations. CONTRACT VALUE: $20,000 - $300,000. ESTIMATED DURATION: 365 days. North American Industry Classification System (NAICS) code is 541690. Small Business Size Standard is $7 million. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 15% of the contract work with his/her own employees. All technical evaluation factors and sub-factors have not been assigned at this time. Past performance of responders will be evaluated. Offerors responses to this synopsis for the following questions are sought from prospective prime contractors. Responses shall be limited to 5 pages. Offerors name, address, point of contact, phone number, and e-mail address. Offerors interest in proposing on the solicitation/s when issued. Offerors capability to perform a contract of this magnitude and complexity (include offerors capability to execute comparable work performed within the past 5 years, and brief description of the work, customer satisfaction, and dollar value of work) provide at least 3 examples. Offerors type of business and business size (whether large business, small business, HUBZone, Service Disabled Veteran Owned Business, 8(a)) Offerors Joint Venture information, if applicable, existing and potential. Interested firms shall respond to the Sources Sought Synopsis requirements for this work no later than 2:00 p.m. Alaska Daylight Savings Time, on 18 June 2009.
