- Justification to award sole source Notice of Intent to award a Sole Source Procurement. The Department Of Defense (DOD), United States Air Force (USAF), 55th Contracting Squadron (55th CONS) in support of 1 ACCS intends to award a Sole Source commercial purchase order, Solicitation number F3H1F19064AG01, for the contractor to provide: Four license's for a robust, modern mission planning system that incorporates civilian and military airspace navigation data for worldwide application to Jeppesen Sanderson, Inc., 55 Inverness Drive East, Englewood, CO, US. The procurement of four licenses's for a robust, modern mission planning system that incorporates civilian and military airspace navigation data for worldwide application is necessary for the 1 ACCS to satisfy mission requirements. The 55th Contracting Squadron intends to award a purchase order by other than full and open competition in accordance with Subpart 6.302-1 (b)(1)(i). Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because Jeppesen Sanderson, Inc. is the only U.S. Company that can provide world-wide navigation and charting products in the required depth and detail. These products will be provided by Jeppesen Sanderson, Inc.'s Mission Ops eCharts and include but are not limited to departures, enroute, arrival and terminal and airport diagrams. Information on these charts includes radio aids, meteorology codes, conversion tables, local airspace entry requirements and emergency procedures. This product will integrate with Milplanner TM so that planners and aircrews can access these charts instantaneously when changes are made in the mission. Jeppesen Sanderson, Inc.'s Milplanner is the only product that links into the Military's Digital Aeronautical Flight Integration File. The procurement of the licenses must be completed in a timely manner in order to meet mission requirements.
