- The Mission and Installation Contracting Command (MICC) Center, Fort Bragg, NC, intends to negotiate a firm-fixed price contract on a sole source basis with Centeral Texas College Foundation The Contractor shall furnish all services and supplies, not otherwise provided by the Government, to provide instruction of the Installation Bus Drivers course at Fort Bragg, North Carolina. The Contractor shall have responsibility for the manner of presentation, class format [based on Government-furnished Programs of Instruction (POIs], as applicable, testing, and test content (except for areas utilizing standardized tests), and related administrative activities. Contractor personnel shall adhere to standards of performance which are generally acceptable to the teaching profession. The period of performance is from 1 July 2009 through 31 March 2010. The Contractor for the Bus Driver course shall be accredited by a nationally recognized, college-degree granting institutions such as: American Association of Bible Colleges; Association of Independent Schools and Colleges; Middle States Association of Colleges and Schools; New England Association of Schools and Colleges; North Central Association of Colleges and Schools; North West Association of Schools and Colleges; Southern Association of Colleges and Schools. Accreditation is neither divisible nor transferable for the Bus Drivers course. A non-accredited institution or organization does not gain accredited status solely because of an affiliation or arrangement with an accredited institution. Accreditation is considered critical to the successful and quality performance of the work related to this contract. The Contractors accreditation must remain in effect throughout the entire period of performance of the contract, to include options if exercised as required by AR 350-1. Written evidence of the Contractors accreditation shall be submitted to the Contracting Officer in response to this notice. NAICS code for this procurement is 611699 and the small business size standard is $7.0M. This sole source requirement will be procured under Simplified Acquisition Procedures and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within five (5) days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation. Responses are due by 10 June 2009, 3:00 P.M. (EST).
