Description
Invitation for Bids. This solicitation is restricted to Small Business participation. A site visit will be conducted on July 7, 2009 starting at 9:00 a.m. for Access Gates/Perimeter Fence project. Contractors interested in inspecting the site of the proposed work should contact the Ellsworth AFB Resident Engineers Office (POC: Jennifer Aldrich; Telephone: (605)923-2983), U.S. Army Corps of Engineers for place of assembly and base access requirements. DO NOT submit requests for plans and specifications to the site visit personnel listed above. Project will consist of upgrading all access control points at Ellsworth AFB, to include the Liberty Gate (Main), Bismarck Gate (Commercial) and the Patriot Gate. Access control point upgrades will be accomplished by adding new structures such as Visitor Control Center (VCC), POV Inspection, COV Inspection, Gatehouses, ID Check Stations and Canopies. Project will provide security police with enhanced situational lines of sight, proper weather protection and an increased ability to control access entry on to the base. Active and passive protection systems combined with paving (some in-slab radiant heating) and roadway layouts will provide the base with threat control and necessary infrastructure to properly calm traffic and inspect incoming commercial and personal vehicles. The approximate quantities of asphalt and concrete for roadways and parking (not including curb and gutter) are: Liberty Gate: concrete estimated at 620 SY; asphalt estimated at 7,650 SY. Bismarck Gate: concrete estimated at 280 SY and asphalt estimated at 4,200 SY. Patriot Gate: concrete estimated at 240 SY and asphalt estimated at 4,900 SY. Building materials include spread footings, foundation pads, steel columns, CMU, concrete slab on grade, metal decking, insulation, SSMR, canopy, modular cast stone, face brick, screen walls, UL rated protective glass and doors for guard houses and guard booths, roll up doors, gyp board, paint, acoustical ceiling tile, windows, interior/exterior doors, wire rope barricades, signage, fencing, earthwork and grading, geotextile, seeding, landscaping, general electrical, transformers, generators, general mechanical, EMCS, plumbing, wet-pipe fire suppression, and communications. Demolition of existing structures and minor asbestos abatement will be required. Equipment and furnishings include cameras and furniture. The estimated construction cost of this project is between $7,500,000 and $10,000,000. Contractor's Quality Control will be a requirement in this contract. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 480 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Bidders (Offerors): Please be advised of on-line registration requirement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certifications (ORCA) at http://orca.bpn.gov. Representations and certifications are required to update annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
