- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Proposal (RFP) for a five year Indefinite Delivery, Indefinite Quantity, Firm-Fixed Price type contract with a solicitaion number of AV9P605100P600. This solicitation document and incorporated provisions ands clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32, Tech Amend, Effective 14 May 2009 and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20090115 Edition. The NAICS code is 336413 and the small business size standard is 1000. This RFP does not provide for full and open competition. Justification for Other than Full and Open Competition is FAR 6.302-1, 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The intended source is Information Handling Services, Inc. Technical data (engineering drawings and/or specifications) is not available. Only Information Handling Services, Inc. has the capability to provide this subscription. The following commercial items are requested in this solicitation: 187 each, 60 kVA and 48 each 35kVA Generators. FOB point is Origin. Inspection and acceptance shall be at Origin by a Government representative. All items shall be delivered to the Special Operations Forces Support Activity, 5749 Briar Hill Road,, Bldg 195, Lexington, KY 40516, ATTN: John Harry (757) 878-0730 Ext 236). Required delivery is 10 February 2010.. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Offers shall be evaluated on a technically acceptable, low offer basis. The clause at 52.212-2, Evaluation Commercial Items. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must ensure a completed ORCA is available for download. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items.
