- The Aviation Applied Technology Directorate (AATD) anticipates award of a non-commercial program entitled, Helicopter Vulnerability Reduction. The Army has a unique opportunity and a requirement to assess and explore the specific test events observed during the recent full-scale UH-60M upgrade composite tail cone ballistic testing. The intent of the proposed acquisition is to conduct a comprehensive assessment of ballistic performance test events for the full-scale UH-60M upgrade composite tail cone versus predicted results determined under a previously completed demonstration of Survivable, Affordable, and Reparable Airframe Program Virtual Prototype and Validation (SARAP V&V) program. The comprehensive assessment utilizing refined modeling/simulation and analytical tools/techniques will result in a more accurate prediction of ballistic performance and post-impact residual load capability of the UH-60M composite tail cone. This effort will allow specific recommendations to be made early in the redesign and test phase of composite tail cone production prior to the full-scale testing under the UH-60M upgrade program to reduce its vulnerability to the ballistic threats. The proposed acquisition builds upon previously completed and currently on-going research and development by United Technologies Research Center (UTRC) as well as the independent research and development by Sikorsky Aircraft Corporation (SAC) in support of the Army UH-60M composite tail cone program. Both of these sources are business entities having a common parent, United Technologies Corporation (UTC). However, SAC will not be solicited as the records show that in previous efforts involving modeling and simulation of UH-60M composite tail cone, UTRC has been the lead entity within UTC. AATD is also aware that SAC has already initiated a preliminary review of the full-scale UH-60M composite tail cone performance with an interdivisional transfer to UTRC. This preliminary review and preceding efforts will be the springboard for the comprehensive analysis sought under this acquisition. AATD anticipates award of a cost-plus-fixed-fee contract on a sole source basis to United Technologies Research Center (UTRC), who is deemed to be the only responsible source fully capable of meeting this requirement for UH-60M upgrade composite tail cone program. Market research revealed that no other source has the previous experience with the particular underlying baseline modeling that fell short of the anticipated performance for the full-scale composite tail cone for the UH-60M upgrade or the detail material and construction design, fabrication process, and test data/specific test details necessary to refine ballistic modeling/simulation and analytical tools/techniques for performing a comprehensive analysis for the ballistic performance of the UH-60M composite tail cone. The contract terms and requirements will be developed jointly between the Government and UTRC, consistent with Alpha contracting procedures in accordance with the Federal Acquisition Regulation (FAR). Performance under this acquisition will require access to and generation of technical data the export of which is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec.2751 et.seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C. App 2401 et. seq. An Export-Controlled DoD Data Agreement certification number issued in accordance with Dod Directive 5230.25 will be required for this acquisition. This certification may be requested from the Defense Logistics Services Center, ATTN: DLSC-FBA Federal Center, Battle Creek, MI 49017-3084, Telephone 1-800-352-3572. Performance under this acquisition is expected to require access to and generation of technical data classified at the Secret level. A facility clearance and storage capability are required, and the personnel are required to perform at the Secret level. The overall period of performance is eighteen (18) months. While the Government does not anticipate competition, all responsible sources may submit a capability statement, proposal, or quotation that shall be considered.
