Description
The U.S. Army Corps of Engineers, Savannah Regional Contracting Center (SRCC), Charleston Office has a requirement for the above subject. This is not a Solicitation Announcement and is not a Request for Proposal. This does not obligate the Government to any contract award. The purpose of this Sources Sought synopsis is to determine interests and capabilities of potential qualified Small Business Administration (SBA), Certified 8(a), Hubzone Small Business, and Service Disabled Veteran-Owned Small Business firms relative to the North American Industry Classification Code (NAICS) 238220, Plumbing, Heating, and Air Conditioning Contractors. The Small Business Size Standard is $14.0 Million. To make an appropriate acquisition decision for the above project, the Government will use responses to this sources sought synopsis. The order of magnitude for this effort is estimated between $5,000,000.00 and $10,000,000.00. Project Location: Chillicothe Veterans Administration Medical Center, Chillicothe, OH The VA Medical Center, Chillicothe, Ohio currently operates three (3) 30,000 pph E. Keeler water-tube boilers manufactured in 1970 that are housed in Building 259. The boilers are operated with a steam header pressure of 110 psi. The primary fuel utilized is natural gas at a regulated supply pressure of approximately 7 psi, with #2 oil as a back-up fuel. The existing boilers have been reliable, but are starting to become problematic due to age and water treatment. Existing Boiler #3 has approximately 14 ruptured tubes and is currently inoperable. In addition, there has been an electrical failure located in the main Motor Control Center. There is a current construction project that has been ongoing for 10 months to upgrade the controls, feed-water pumps, piping and install a reverse osmosis water treatment system. The design build contractor shall replace the existing boilers with new pressurized vessel units sized to meet the steam production needs of the facility as determined by on-site investigation by the A-E, the new boilers will be housed in a new building. The A-E shall ensure the new plant is fully permitted to include, but not limited to EPA emissions requirements, State of Ohio Boiler operating requirements, ASME pressure vessel requirements and VA Directives and Handbooks. Life cycle cost analysis shall be utilized. New Boilers shall meet all current VA Design guides/alerts/standards and methods as well as all ASME and National Boiler Standards. The burner assemblies shall have energy efficient components such as: flue gas economizer, flue gas recirculation, parallel positioning fuel and air ratio with O2 trimming, and Variable Frequency Drive (VFD) on the motor of the FD (Forced Draft) fan. Because the production of steam at the Boiler Plant is the main source of building heat, steam for food preparation and hot water for the campus, it is imperative to minimize, if not eliminate, down time. Steam production must be maintained at all times for both winter and summer demands as determined by the Design-Build Team. Design plans shall utilize the most current building codes, VA Energy Management and VA Design guides/alerts/standards/methods. Design shall contain drawings/schematics, potential impacts on building systems, cost estimates, timeline/phasing plans for temporary boilers, and summary write-up of the advantages/disadvantages of each planning consideration, to include potential energy net savings or additional use with the new boilers. State whether your firm can provide a Bid Bond (20% of the total bid amount), Performance and Payment Bonds (100% of the contract amount). 5. Please indicate whether your firm will submit a bid for this project, if this project is set-aside for 8(a), HubZone Small Business, or Service-Disabled Veteran-Owned Small Business. 6. Qualifications: Responses to this sources sought synopsis shall indicate specialized experience in design build with experience in replacing boiler systems. Provide documentation for your firm on past or similar efforts as a prime contractor. 7. Submission Requirements: Firms submitting responses shall provide information on the most recent up to five projects that prove you can meet the qualification criteria listed above, with contract number, project location, description of work requirements, contact and phone number for each effort. Firms should also indicate all applicable personnel and sub-contractors proposed to work on the contract. Proof of Small Business Administration (SBA) registration 8(a) and HubZone Small Business shall be provided with this response.
