- Description
- Justification and Approval 6.302-2 Naval Air Systems Command (NAVAIR) issued the subject modification to establish new T&M rates and increase the existing time & material ceiling in order to issue additional sole source task orders under Contract N00019-03-C-0055. The new T&M ceiling is approximately 9% of the total contract ceiling on N0019-03-C-0055, Reconfigurable Transportable Consolidated Automated Support System (CASS), to The Boeing Company, McDonnell Douglas Training & Support Systems (MDTSS). The associated task orders will allow the Navy to procure specialized engineering technical services in support of RTCASS and RTCASS subsystems at the Boeing facility in St. Louis, MO. NAVAIR is contemplating issuing these task orders in CY2009-2010. Sole Source Rationale Technical data packages are required for the RTCASS and RTCASS subsystems, including Inter Connect Documents (ICD) in order to perform engineering technical services including, but not limited to engineering investigations, product improvements and integration of ancillary equipment. The technical data is currently owned by the contractor and the final configuration, including subsystems and ICDs will not be finalized and accepted by the Government until the risk of integrating current ancillary candidates is diminished. This is estimated to be completed by the fourth quarter CY2010. This anticipated timeline of the finalized technical data does not meet the Government’s need to deliver RTCASS to the fleet beginning first quarter CY2009 followed by the ancillary off load effort.
