Description
Request for Information: The purpose of this Request for Information (RFI) is to obtain knowledge of the available vendor pool to perform the following services. The Department of the Treasury's Bureau of the Public Debt (BPD), on behalf of the Inter-American Foundation (IAF), intends to solicit for a fixed price award for review and analysis of IAF monitoring and evaluation reports. The Inter-American Foundation is seeking a contractor to review and analyze monitoring and evaluation reports containing impact and program assessments generated by IAF contractors in the past five years. The IAF possesses reports that warrant analysis to uncover opportunities and challenges local organizations and base groups face in their efforts to improve the quality of life of the poor. It is estimated that there are 50-75 reports; 10-25 pages each, for review. The monitoring and evaluation reports are in electronic form and can be e-mailed to the contractor. It should be noted that some reports are in English, Spanish, and a few in Portuguese. The IAF will translate the Portuguese reports if needed. Specifically, the contractor shall perform the following tasks: o Review and analyze evaluations and related project reports; o Interview relevant IAF staff (and contractors) regarding these evaluations and reports, as appropriate; o Identify changes that resulted from the grant and the processes and development strategies carried out to achieve the observed changes; o It is recommended that the Contractor read evaluations of IAF grants for background information. It is estimated that there are 300 other background progress reports from grantees and IAF staff; all of which are hard copy and must be reviewed at IAF headquarters in Arlington, Virginia. Based on the evaluation of IAF grants and grantee reports, the contractor will formulate recommendations that may be used to inform decisions regarding future funding actions and support of initiatives addressing diverse populations such as Afro-Latinos, indigenous people, persons with disabilities, and women, and/or other thematic development initiatives; o Contractor shall facilitate a discussion in English with IAF staff on challenges and opportunities in grassroots development in Latin America and the Caribbean; and o Write a publishable document on the research findings and recommendations. If document is approved for publication by IAF, the rights to the publication will be held by IAF. Methodology The contractor shall review the IAF projects documentation (e.g. files, programmatic and financial reports, result reports, evaluation reports, etc), interview Foundation representatives and other IAF staff, either individually or in group settings (25 people est.), to determine lessons learned, and facilitate a substantial group discussion. Fieldwork The review of the recommended reports, interviews, and group discussions shall take place at the IAF headquarters in Arlington, Virginia. International travel will not be required. Electronic submissions must be received no later than 2:00 PM ET, June 18, 2009. Please note that an RFQ document is not available at this time. The vendor must identify their business size classification (i.e. SDVOSB, 8(a), Woman-owned, etc.), DUNS number, as well as provide a capability statement discussing prior experience as it relates to this requirement. All experience discussed shall be related to or occurred in Latin America or the Caribbean. Dependent upon the results of this market survey, BPD may subsequently issue a Request for Quote (RFQ) to acquire the analysis and evaluation services.
