Description
It is the Government's intention to negotiate on a sole source basis with the College at Brockport, State University of New York, to provide technical and administrative support to the U.S. Army Corps of Engineers Buffalo District. The Contractor shall perform all tasks necessary to develop a Soil and Water Assessment Tool (SWAT) model for the Oak Orchard, NY watershed. The Contractor shall fully calibrate and QC/QA the SWAT model using waterquality and discharge data collected by the College at Brockport for the Oak Orchard watershed. Additionally the Contractor shall conduct a series of SWAT modeling runs which determine; the current sediment and nutrient loads from subbasins of Interest; the increase of sediment flux due to increases in large precipitation events. Additionally, the Contractor will work with the Oak Orchard Watershed Alliance to develop a set of landuse scenarios to run in the SWAT model in order to quantify the effectiveness of various BMPs. The Contractor shall provide the Corps with a detailed project report and provide training sessions for the end users of the completed SWAT model. This notice of intent is not a request for competitive proposals. However, all submittals received by the due date of June 9, 2009 will be considered by the Government. A determination by the Government not to compete this proposed contract based opon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 611310 and the small business size standard is $6.5 million.
