Description
JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION Upon the basis of the following justification, the use of other than full and open competition for the proposed contractual action is hereby approved pursuant to the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies Or Services Will Satisfy Agency Requirements and 41 U.S.C. 253(c)(1). Purchase request/solicitation number: 541-09-3-250-0183 1. Contracting Organization: The Louis Stokes Cleveland, Department of Veterans Affairs Medical Center, Brecksville, Ohio, 44141, VISN 10 Contracting Activity, Acquisition Management Service. II. Description of Action: This request is for an equipment buy for the LSVAMC Wade Park Bioengineering Department. The requirement is for a telemetry monitoring coverage system. The request is to procure several subcomponents of the system which will require installation. This equipment will be installed and incorporated into an already existing patient telemetry monitoring system which is providing telemetry monitoring coverage for patients. The equipment and installation is needed in order to extend coverage to the newly renovated area of the facility. III Description of Supplies: This requirement is to provide the needed items to fulfill the agency's needs and they are as follows: 1. ITS4843A Enhanced Access Point(12 ea) 2. Watchdog UPS (1 ea) 3. 24 Port UTP Switch (1 ea) 4. Installation Site Services (Facilities Implementation Solutions)(1 ea) 5. Installation Site Services (Project Mgmt Implementation Solutions)(1 ea) 6. Installation Site Services (Remote Hardware Services)(1 ea) 7. Installation Site Services (Telemetry Implement Solutions)(1 ea) Total Cost: $46,341.00 IV. Authority: The statutory authority permitting use of noncompetitive procedures is as follows: 41 U.S.C.253 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart FAR 6.302-1 V. Applicability of Authority: This justification indicates the use of the descriptions is essential to the Government's requirements due to the equipment that is being requested will connect existing equipment to the newly renovated area of the facility to provide continuing telemetry coverage. This equipment will not operate on different telemetry systems from other vendors due to its unique features and its incapability with other systems. Certified technicians trained and skilled on installation of this equipment are vital to ensure proper set up with consistent functioning capabilities. VI. Efforts to Obtain Competition: See part VIII VII. Fair and Reasonable Costs: Prior acquisition history of this type of equipment has resulted in the best discount for the Government. By signing the justification the Contracting Officer determination is that the costs/prices to the Government will be fair and reasonable based on past procurements and discounts offered. This supports a determination of fair and reasonable. As a result, there is a cost savings to the Government. VIII. Market Research Based upon the acquisition history for the same items only one responsible source will be able to supply the requested items and service since the survey of the market place confirms assumptions regarding the capability of the industry to meet our needs IX.
