Description
NAICS Code 238220 - Plumbing, Heating, and Air-Conditioning Contractors. Size Standard $14 million. The General Services Administration, Public Buildings Services, Boston Service Center, Boston, Massachusetts intends to issue a sole source contract modification in accordance with FAR 6.302-1 to extend Contract No. GS-01P-03-BWC-0139 for a 3-month performance period from July 1, 2009, through September 30, 2009. The current contract provides Mechanical Operations and Maintenance Services (O&M) for the John F. Kennedy Federal Building, Boston, MA and will expire on June 30, 2009. Proposals have been received for the follow on contract under solicitation number GS-01P-09-BW-D-0009 and are in the evaluation process. In order to ensure that the optimum time is given at each step in the process, additional time is needed to complete the remaining steps while ensuring the integrity of the process and fairness to all offerors. Therefore, this sole source extension is necessary to bridge the gap between the current contract and new award to ensure continuity of services and support the transition to a new competitive award. Description of the work to be performed: The contractor is to provide all management, supervision, labor, subcontractors, material, supplies and equipment (except otherwise provided), and shall plan, schedule, coordinate, and assure effective completion of all services described in the contract. The contractor shall be fully responsible for providing all customer service mechanical operations and maintenance, incidentally repairs, minor repairs, quality control and all other services listed in the contract as necessary to perform O&M for a three (3) month extension for the John F. Kennedy Federal Building. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c) (1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." This extension would be issued to facilitate continuation of services. A lapse in service will have a detrimental effect on the ability of the General Services Administration to provide building services to federal agencies in the New England region. This extension will provide services without disruption for the operation of facilities of this size and complexity by a firm that is familiar with the equipment and hold current security clearances. Brooks Range Contract Services has been performing these services since 2004 and is fully capable of continuing to perform for the additional 3-month performance period. This notice of intent is not a request for competitive proposals, as no solicitation package will be issued. However, if a firm believes it can meet these requirements within the prescribed time frame, it may give notification and provide a written capability statement via e-mail to Shirley McCarthy, Contract Specialist at shirley.mccarthy@gsa.gov no later than June 12, 2009, 10:00 a.m., EST. The Government will review all responses, without prejudice; whether or not the Government initially determines that another firm is fully qualified to fulfill the requirements.
