Description
The Centers for Medicare and Medicaid Services (CMS) intends to award under the Simplified Acquisition Procedures, a sole source purchase order to Research Triangle Institute, 3040 Cornwallis Road, Research Triangle Park, North Carolina 22709-2194 for the following services under NAICS Code 541690. The purpose of this request is to acquire services from the Research Triangle Institute (RTI) to assist the Centers for Medicare & Medicaid Services (CMS) with updating the Hierarchical Condition Category (HCC) classification system as well as provide technical consultation on the updated HCC system required for maintaining CMS outcome measures; and conducting ad hoc analyses. The Quality Measurement and Health Assessment Group (QMHAG) uses the189 clinically relevant HCC as the grouper for grouping the risk factors for the mortality risk adjustment models used to calculate the mortality and readmission outcome measures reported on Hospital Compare (HC) as required by the Deficit Reduction Act (DRA) of 2005. Under the DRA - which requires hospitals to submit data for specific quality measures for health conditions common among people with Medicare, and which typically result in hospitalization - CMS implemented the Reporting Hospital Quality Data for Annual Payment Update (RHQDAPU) initiative. This initiative requires all acute care hospitals to continuously submit data regarding quality measures including the mortality and readmission outcome measures for Acute Myocardial Infarction (AMI) and Heart Failure (HF) for public reporting on the HC web- site, located at www.medicare.gov. The goal of this initiative is to equip consumers with quality of care information to make more informed decisions about their health care, while encouraging hospitals and clinicians to improve the quality of inpatient care provided to all patients. Under this Statement of Work (SOW), CMS will align its HCC maintenance priorities which are required for the risk adjustment methodology used for reporting the outcome measures on HC with the RTI expertise to facilitate an efficient strategy for updating the HCC for the mortality risk adjustment models. RTI is the original developer of the HCC system that includes 189 HCCs. In 2004, CMS contracted with RTI to develop the system and to maintain the system for payment of health plans. Beginning in 2006, CPC contracted with RTI through sole sourcing to maintain part of the original system (70 of the 189 HCC) for CPC program use. RTI is the only organization that is knowledgeable and experienced with CMS HCCs. Further, since RTI is maintaining part of the HCC system for CPC, it is cost effective and efficient for them to continue maintaining the remaining of the system for QMHAG program use. If QMHAG were to procure another Contractor for the task, that Contractor will need at least 3 months to learn the system in order to perform the work under this contract. It will be costly and inefficient for CMS to pay this 3-month start-up cost. It is also costly and duplicative for CMS to pay a different Contractor to maintain the full set of the system anew when part of the system is currently under maintenance by RTI for CPC. All responsible sources may submit a response, which, if received timely, must be considered by the agency. Expression of interest and statement of capabilities must be email to Lucille.Lee@cms.hhs.gov. Statement of capabilities must be received within 5 days from the published date of this notice. In addition, all interested contractors must be registered with the Central Contractors Registration System (CCR) at www.ccr.gov.
