- A Briefing for Industry (BFI) will be held on 25 June 2009 at the Headquarters Air Force Operational Test and Evaluation Center (HQ AFOTEC), building 20130, in the Leaf Presentation Center, Kirtland Air Force Base (AFB), New Mexico 87117 for the Operational Test and Evaluation Services (OTES) procurement. The OTES acquisition is a follow-on effort to the Engineering and Technical Services (ETS) contract. Sign-in will commence at 8:30 a.m. with the briefing to follow at 9:00 a.m. This acquisition is for AFOTEC's centrally-managed advisory and assistance services for operational test and evaluation (OT&E) to include a broad range of engineering, technical, and analytical test services in support of OT&E. These activities include test capability and infrastructure investment requirements, shortfalls, and solutions; test event design; test planning, execution, and reporting; post test data analysis; digital test tool development and associated tool training; and integrated test functions for Air Force and Multiservice air, space, and cyperspace acquisition programs. This effort does not include information technology (IT), Security, or administrative types of services. Another goal of this industry day briefing is to solicit input from industry to assist the HQ AFOTEC acquisition team in market research and final acquisition planning. Time will be set aside for vendor/contractor questions. Questions may be submitted in advance to the points of contact (POCs) identified below. Companies are limited to TWO (2) ATTENDEES. Following the top-level overview briefing, one-on-one briefings, 15 to 30 minutes in length, will take place in a separate conference room in building 20203 on 25 June 2009. If necessary, additional one-on-one briefings will be scheduled and take place Friday, 26 June 2009. Interested companies are invited to submit a visit request, on company letterhead, to Mr. Garry Long, via e-mail at garry.long@afotec.af.mil or fax (505) 846-2414, the names, addresses, and phone numbers of attendees not later than 18 June 2009, NLT 4:00 p.m. DMST. This meeting is restricted to U.S. citizens only. Should attendees require a one-on-one briefing, request this in your email/fax. Kirtland AFB entry procedures are as follows. All attendees will enter through the Wyoming Blvd. gate entrance. Identify yourself as attendee for the HQ AFOTEC BFI briefing at building 20130 and present a valid picture identification card (preferably a Driver's license) to gain base entry. The gate guard will verify your name from an Entry Authorization Listing. Continue southbound on Wyoming Blvd. and turn right onto D Avenue. Parking is available in the large parking area behind the church on the right-hand side of D Avenue. Building 20130, Leaf Presentation Center, is on the left side of D Ave. Entry is only allowed into the Leaf Presentation Center. Note that if driving a commercial vehicle on Kirtland AFB, you must have a valid driver's license, auto insurance, and valid auto registration.
