Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement to purchase a modernized signal chain for the US Naval Observatory's Kokee Park radio telescope used for Very Long Baseline Interferometry which determines mission-critical data for intelligence, navigation and communication systems in support of the United States Naval Observatory. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with the Massachusetts Institute of Technology (MIT) for this requirement. The required supplies are to be procured on a sole source basis to MIT, the only known vendor with the knowledge and experience to provide the signal chain, having produced all of the geodetic VLBI systems presently in existen! ce in the field in support of USNO, Washington, DC. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541990 and the small business size standard is $6.5M.
