- MARKET SURVEY TO DETERMINE THE EXISTANCE OF INDUSTRY SOURCES CAPABLE OF PROVIDING CONTRACTUAL SERVICES FOR THE BASE REALIGNMENT AND CLOSURE (BRAC) RELOCATION OF FORT MONMOUTH NEW JERSEY AND OTHER LOCATIONS TO ABERDEEN PROVING GROUND, MARYLAND. The USA CECOM Contracting Center at Fort Monmouth, New Jersey is conducting market research to determine the existence of sources capable of performing the BRAC directed relocation of C4ISR from Fort Monmouth New Jersey, Fort Belvoir, Virginia, Huntsville Alabama, to Aberdeen Proving Ground (APG), Maryland. The level of effort involves: - strategic planning, synchronization, program/project management, and direct oversight for a phased split-based relocation: - logistical analysis and planning - pre- and post- operational testing and plans - laboratory mapping - decommissioning - packaging/unpacking - inventory and accountability - transport; including hazardous materials - re-commissioning/assistance with calibration/recalibration, accreditation and certification - disposal/turn-in of items no longer required for support of the organizations - contractor must have active security clearances up to TS/SCI Relocation of: - 120 plus highly technical and complex communications- electronics research and development laboratories - satellite communications center, to include approximately 14 antennas of various sizes up to 38 feet in diameter - sensitive compartmentalized information facilities (SCIFs) and equipment in multiple locations estimated area of 272,000 square feet to include equipment and furniture shall be moved - 100,000 pieces of communications-electronic test equipment, information technology equipment, antennas, shelters, vehicles, fabrication & shop equipment, and furniture - facilities that design, create and integrate prototype products. These facilities will be set forth in the Performance Work Statement (PWS) and the solicitation - oversized and unique equipment (with dimensions up to 55 L x 1510 W x 154 H and weighing up to 30,000 lbs) - classified equipment up to Top Secret/Sensitive Compartmentalized Information levels - various low quantity (activity) sealed and unsealed radiation sources categorized as US Department of Transportation (DOT) Excepted Packages for Limited Quantities of Class 7 (Radioactive) material or DOT Excepted Packages for radioactive Instruments and/or Articles. - several DOT Type A Class 7 (Radioactive) category sealed sources and one DOT Type B Class 7 (Radioactive) category sealed source contained in a shielded calibration device. - office furniture and equipment This effort involves relocation and consolidation from 90 plus buildings located at Fort Monmouth, New Jersey, 2 buildings at Fort Belvoir, Virginia, and Huntsville, Alabama to the C4ISR campus at APG (with 13 newly constructed buildings and 1 renovated building encompassing 2.5 million square feet). This requirement will cover a wide range of multifunctional requirements to provide all management and resources necessary to effect the relocation. It is anticipated the C4ISR buildings at APG will become available as follows: - 4 buildings on/about Jul 2010 - 3 buildings on/about Sep 2010 - 2 buildings on/about Oct 2010 - 4 buildings on/about Feb 2011 - 1 building on/about July 2011 The estimated magnitude of this requirement is significantly above $150 million for the proposed contract period. The estimated contract period is 3 years. The North American Industry Classification System (NAICS) for this requirement is 541614. Small business size standard is $7.0 Million for NAISCS 541614.
