- The BAA is hereby extended until 30 September 2009. White papers must be submitted by 3:00 PM est 30 September 2009. The following Areas of Interest are hereby deleted in their entirety from this BAA: (1) to operate a network of lean manufacturing experts who will combine high-level strategic consulting and hands-on assistance to help small to midsized manufacturers who are lower-tier suppliers to DoD primes improve their operations and improve performance by making those suppliers faster, more flexible, leaner and more efficient; (2) to provide training and one-on-one assistance to small manufacturing firms to upgrade their capabilities to supply obsolete parts to DoD by enhancing their reverse engineering capabilities, including developing acceptable technical data packages; (3) to explore the use of various biofuels feedstocks in jet fuels and examine the impact of introducing biofuels into the current jet fuel delivery stream; (4) to develop small manufacturers as DoD suppliers for DLA’s Battlefield Back-Order Breakout Initiative (B3I) program, which seeks to provide parts urgently needed in-theater from new suppliers; and (5) to address parts backorder reduction by conducting requirements analyses and technical risk assessments and developing prototype tools to improve management of warfighter materiel. (6) Development of modular and transportable advanced hydrogen-based energy storage systems that can be adapted to forward operating positions. Particular interest exists in reconfigurable fuel cell and storage systems that are integrated with photovoltaic hydrogen generation capability. The following Area of Interest is hereby added: (8) This area is to advance existing research technologies in carbon capture and sequestration for the future production of coal-based jet fuels for the DOD. Determine feasibility of DoD applying technology through study and expert examination of technology with respect to DoD requirements. Findings result in the coordination and execution of projects to demonstrate of promising technologies.
