Description
In accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, the U.S. Environmental Protection Agency (EPA) intends to acquire a Fourier Transform Infrared (FTIR) Spectrometer for the Agency?s National Vehicle and Fuel Emissions Laboratory (NVFEL) in Ann Arbor, Michigan. As part of the Clean Air Act and its Amendments, a variety of emissions regulations have been implemented for vehicles and engines. The NVFEL has the responsibility for testing vehicles and engines to ensure compliance with regulations. The fuels used for that testing also are analyzed at NVFEL to ensure compliance with the specifications called out in the regulations. These fuels are used to conduct low level emissions testing, of the highest precision and accuracy, on a broad range of vehicles and engines. In its role as a National Laboratory for the measurement of regulated emissions, and fuel quality, NVFEL plays a critical role in those measurements. To support that role, EPA seeks to purchase an FTIR Spectrometer to perform analyses of finished fuels and commercial blendstocks of biodiesel by ASTM method D7371, and to develop other methods such as for water in fuel grade ethanol. For the equipment specified, the Contractor shall have total system responsibility, which shall include all phases of the project, including design/configuration, assembly, integration, quality assurance, delivery to EPA-NVFEL, installation, calibration, commissioning, acceptance testing, and documentation and training of EPA staff. The Contractor shall be responsible for documenting measurement traceability and system acceptance in a manner suitable for audit to ISO standards. NAICS code 334516 applies to this acquisition, which is subject to full and open competition. Award will be made on a best value basis. Evaluation of proposals will include assessment of: technical capability to meet or exceed the Statement of Work requirements; past performance under similar projects; ability to meet or exceed the required delivery schedule; and price. For purposes of evaluating proposals, all evaluation criteria other than price, when combined, are significantly more importance than price.
