- NASA/GRC has a requirement for Quartz Crystal Monitor System. Required system andadditional part numbers are as follows: 1) CT/xQCM Quartz microbalance system to determine the flux rate in UHV2) CT/SH-QCM-P Shutter for QCM, pneumatically operated type SH-QCM-P3) CT/LM-400 Linear motion feedthrough LM-4004) CT/GV-63-MS40 Gate valve GV-63-M-S405) CT/c2074 UHV connection to pump down of the QCM6) CT/c2075 Measurement of the vacuum inside the QCM unit7) Training and installation on siteNASA/GRC intends to purchase the items from Specs USA Corp., San Francisco, CA,manufacturer's sole US distributor. The subject equipment, Quartz Crystal Monitor System (QCM System), is a CreaTec Inc OEMcompatible system only available through SPECS USA Corp. This QCM system is required tobe integrated into existing Government owned equipment manufactured by the OEM (CreaTec)which is of proprietary design and distributed solely through SPECS USA Corp. The uniqueability of only this vendor to provide a proprietary integrated module that is guaranteedcompatible with existing government owned SPECS USA equipment. The Government intends to acquire a commercial item using FAR Part 12.The sole source is under the authority of FAR reference 13.106-1(b)(1) only oneresponsible source and no other supplies or services will satisfy agency requirement.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 9th, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
