Description
The VA Pittsburgh Healthcare System (VAPHS) intends to negotiate on a sole source basis pursuant to FAR 6.302-1 with Vicon, 7388 S Revere Parkway, Centennial, CO 80112 to purchase and install six (6) MX-T10 Cameras - 1.0 megapixel resolution up to 250 frame/s, four (4) MX-T20 Cameras - 2.0 megapixel resolution up to 500 frame/s, one (1) Vicon MX Giganet Lab, and one (1) Vicon PECS Control. These system components are necessary in order to interface with our current VICON Motion Capture System. The required components will plug into the current computer which runs NEXUS for motion analysis and work in conjunction with our existing motion capture cameras and system. The following is a list of specific specifications of VICON hardware, support and software: Vicon MX T-series passive retro-reflective marker based motion capture cameras utilize full 256 shades of gray scale data for centroid processing with circle fitting algorithms, and 3 on-board smart processors in each camera to perform these functions for the most accurate marker center tracking available today.Vicon MX T-series cameras process full gray scale in real-time, and also capture gray scale offline with full gray scale weighting centroid processing to find marker centers. Vicon MX T-series cameras are all digital, and able to differentiate overlapping markers from each camera's view in real time and offline, with data throughput utilizing a 1Gigabit Ethernet card for streaming. Vicon MX T-20 cameras have digital CMOS sensors with 1600 x 1280 ( 2 MegaPixel) resolution capable of capturing full resolution data up to 500Hz. Only a single cable connection from the camera is used to provide power, synchronization, and video signals. Vicon MX T-series cameras have an electronic freeze frame shutter custom designed for Motion Capture. Vicon MX T-20 camera systems can collect over 1000 markers at speeds up to 2000Hz. Vicon T-series cameras use a powerful surface-mount LED strobe that are timed perfectly with the freeze frame shutter on the camera to obtain a crystal clear image. Vicon Nexus software has a user customizable interface that includes protocol construction wizard that will allow the user to run the entire system through the protocol wizard from start to final post-processing. The Vicon Nexus Software has a new static subject labeling tool that automatically labels the subject with only on mouse click to execute the step. No manual labeling of a trial is required to set-up a subject. Vicon Nexus software allows for batch processing across a user-selected set of processes, subjects, and trials, without the need for user interaction during post-processing. Vicon MX T-20 Cameras capture 2D images with a resolution of 1600 x 1280 up to 500 frames per second allowing markers 4 mm in diameter to be accurately located with a mean residual error < 0.25 mm within a 2 m x 2 m x 2 m data capture space. Vicon Nexus software is able to provide not only instantaneous audio bio-feedback of kinematic movements, but also instantaneous audio feedback to analog data streaming in real time. Vicon Nexus 3D acquisition software is capable of capturing reference video simultaneously from up to 6 digital cameras. All digital Basler cameras can be connected to a single PC capable of real time preview and capture to hard disk from all the cameras without dropping frames. The digital video capture is fully frame-synchronized using sync-pulse cables connected to the 3D marker and analog data acquisition equipment. The digital video cameras are progressive scan, and capable of capture rates up to 200Hz. Vicon Nexus software is capable of calibrating two high speed (200Hz) digital cameras into the 3D workspace for real time visualization of 3D data and ground reaction force vector data overlaid in 2D video image. Vicon Motion Systems has at least 12 Support Personnel on staff with 18 hours of phone coverage. The Vicon Motion Capture System is certified for ISO 9000, Medical Device Directive (MDD) and CE. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contracting Officer no later than June 8, 2009 C.O.B. Responses should be sent to Cheryl.Ebert@va.gov. No telephone or fax responses will be accepted. The determination to conduct a competitive procurement is solely within the discretion of the Contracting Officer.
