Description
NASA/GRC has a requirement for an upgrade of an existing CreaTec Fischer & Co.Molecular Beam Epitaxy (MBE) sample holder carousel and additional sample holders. Specifications are as follows: 1. Carousel assembly shall be completely compatible with existing Government ownedCreaTec brand MBE system and mounted on a standard 8 CF type stainless steel flange. a. Complete system shall be certified leak tested in Ultra High Vacuum to less than 1 x10-10 mbar L/s. b. Assembly shall be able to be baked out to at least 200 degrees C (bake out to atleast 250 degrees C is preferred). c. In-vacuum components of the assembly shall be constructed entirely of UHV compatiblematerials. d. Carousel shall accommodate at least eight (8) 2" diameter sample holders. e. Carousel shall allow for unlimited 360-degree rotation and allow for magnetictransfer arm and mated sample holder to pass through the carousel assembly to adjacentvacuum chambers. f. Carousel assembly shall incorporate precision micrometers to allow for in-vacuumposition adjustment in the X, Y, and Z directions. 2. Sample holders shall be fully compatible with existing Government ownedCreaTec-brand-MBE system. a. Sample holder shall be constructed entirely of high temperature UHV compatiblematerials (preferably Molybdenum or Tantalum) and allow sample heating to at least 2000degree C by e-beam heating. b. Sample holders shall include a UHV compatible tool to aide in insertion/removal ofthe samples. c. Sample holder shall accommodate samples with thickness in the range of 200 350microns.3. A variety of sample holders are required which shall include from the followinggeometries: a. Sample holder(s) that accommodate one quarter (1/4) of a 2" wafer. b. Sample holder(s) that accommodates one (1) 1 cm. x 1 cm. wafer piece. c. Sample holders that accommodate at least four (4) 1 cm x 1cm. wafer pieces.4. CAD Drawings of the carousel and the individual sample holders shall be provided forGovernment approval before parts are manufactured.5. All hardware shall be received by September 15, 2009.In addition to the above requirements, the following options shall be available:1. Installation and check-out of the carousel assembly and sample holders at NASA GRC.NASA/GRC intends to purchase the items from Specs USA Corp, 182 Howard Street #150, SanFrancisco, CA 94105. The existing MBE system was manufactured by CreaTec Fischer & Co.GmbH (Erligheim, Germany). The sole US sales representative for CreaTec Fischer & Co.GmbH is SPECS USA Corp. The design and geometry of the base vacuum chambers and internal components areproprietary and not available to other vendors. The required hardware has to be fullycompatible with the Governments existing MBE system. The parts required for the upgradeare not readily available (off the shelf components), but rather require being custombuilt to meet the existing geometry and tolerances of the MBE. The Government intends to acquire a commercial item using FAR Part 12.The sole source is under the authority of FAR reference 13.106-1(b)(1) only oneresponsible source and no other supplies or services will satisfy agency requirement.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 9th, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
