Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being fully procured with funds provided by the American Recovery and Reinvestment Act of 2009. The U.S. Army Corps of Engineers (USACE) St. Paul District intends to award a Firm Fixed Price contract. This requirement consists of laboratory soil testing services. The solicitation number is W912ES-09-T-0057 and is issued as a request for quotation (RFQ). This solicitation will be issued in accordance with FAR Part 12 and evaluated in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32. This requirement consists of three (11) line items: 0001 American Society for Testing and Materials (ASTM) Designation D3080, Direct Shear Test (Quantity: 15, Unit: each); 0002 ASTM Designation D3080, Residual Strength Test (Quantity: 12, Unit: each);0003 ASTM Designation D2850, UU Triaxial Compression (Undisturbed) (Quantity: 12, Unit: each);0004 ASTM Designation D4767, CU Triaxial Compression Test (Undisturbed, backpressure saturated, with pore pressure readings (Quantity: 25, Unit: each); 0005 ASTM Designation D4767, CU Triaxial Compression Test (Compacted specimen, backpressure saturated, with pore pressure readings) (Quantity: 5, Unit: each); 0006 ASTM Designation D2435, Consolidation Test (Quantity: 10, Unit: each); 0007 ASTM Designation D2216, Water Content Test (Quantity: 30, Unit: each); 0008 ASTM Designation D4318, Plasticity Index Test (Atterberg Limits) (Quantity: 30, Unit: each); 0009 ASTM Designation D854, Specific Gravity Test (Quantity: 5, Unit: each); 0010 ASTM Designation D422, Mechanical Analysis Test (Sieves and hydrometer) (Quantity: 10, Unit: each); and 0011 5-inch Thin-Wall Tube Extrusion & description (Quantity: 30, Unit: each). Testing must be performed in accordance with the attached Scope of Work. Delivery and acceptance of deliverables will be FOB destination. The period of performance is June 22, 2009 through September 30, 2009. Qualifications: Prospective contractors must be listed in the Corps of Engineers Validated Laboratories directory, and validated for all tests specified in the Scope of Work at time of award. The Directory can be accessed at http://www.wes.army.mil/SL/MTC/ValidatedLabsList.htm. Additional laboratory requirements are specified in the Scope of Work. This synopsis/solicitation incorporates one or more clauses and provisions by reference with the same force and effect as if they were stated in full text. Full text provisions and clauses can be viewed at http://farsite.hill.af.mil/. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, applies to this acquisition. The following text is added to Paragraph (a) of FAR 52.212-2, Evaluation of Offers: (i) Technical ability to perform testing specified in the scope of work (SOW), geographic location of testing facility proposed; (ii) past performance; and (iii) price. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. Additional guidance on past performance is provided under provision 52.212-1(b)(10). Past performance information may include references for recent or relevant contracts of a similar nature, size, scope or complexity and offerors are encouraged to provide relevant contract numbers if applicable and/or a point of contact including a telephone number. Note: The Government will deliver samples from Hennepin County, MN to the proposed testing facility. Therefore, the Government will consider its estimated cost of delivering samples during the award determination. The provision at 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. Offerors shall submit a completed copy of this provision with each offer. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The following clauses are identified in 52.212-5 and are considered applicable to this acquisition: 52.204-11, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.232-33, 52.222-41, 52.222-42, 52.222-50, 52.233-3, and 52.233-4. Additional FAR and Department of Defense FAR Supplement (DFARS) provisions and clauses apply to this acquisition: FAR 52.203-15, 52.204-7, 52.225-1352.247-34, 52.252-1, 52.252-2, 52.253-1; and DFARS 252.201-7000, 252.203-7000, 252.203-7002, 252.204-7000, 252.204-7003, 252.204-7004 (Alt A), 252.204-7006, 252.212-7001, 252.225-7001, 252.232-7003, 252.232-7010, and 252.243-7001. Defense Priorities and Allocations System (DPAS) and assigned rating are not applicable. All responsible sources that can meet the requirements may respond to this solicitation by submitting a quotation that includes (1) a completed Standard Form 1449 (see attachment), (2) past performance information, (3) and a completed copy of the provision at 52.212-3 and/or proper ORCA certifications. Offerors must be registered in the Central Contractor Registry located at www.ccr.gov prior to contract award. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the government to not award based on the responses to this solicitation is solely within the discretion of the government. Offers are due no later than 12:00 p.m. (CST) on 18 June 2009.
