Open Competition - Combined Synopsis/Solicitation - F3KRB79149A001 and F3KRA99147A001 This is a combined synopsis/solicitation for commercial services prepared IAW the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32 and DFARs Change Notice (DCN) 20090115. NAICS is 561320 with a small business size standard of $13.5M. *This acquisition is a 100% small business set-aside. Award will be made to the lowest priced, technically acceptable offer. 45 CONS, Patrick Air Force Base, FL, 32925 is seeking to purchase the following services: Services of four (4) teachers for temporary employment in the 920RQW and 308TH RQS for the period of 15 June - 24 July 2009. The positions may require work during weekend hours; however the total hours per teacher will not exceed forty (40) hours per week. The following describes the duties that will be associated with the four positions: Position 1) Provide one teacher for the 920th Rescue Wing Public Affairs office that will not only greatly benefit from the summer employment of a teacher by bringing valuable skills and enhancing productivity in the work environment - but the teacher, in turn, the community overall would be enhanced. Due to the teacher's position of influence this partnership would further the mission of Air Force Reserve public affairs by strengthening public trust of the Air Force Reserve. Further, this program will promote a broader understanding of the 920th Rescue Wing and in turn promote recruiting efforts. Teachers are pivotal persons who influence today's youth so the benefits of this program are varied and many but there is evidence a lot of positive results would come out of this partnership. Some of the goals for enhancing the public affairs mission fall in line with enhancing legislation and community outreach, streamlining resources for accomplishing its mission through a speaker's bureau program and developing better communication techniques through the spoken and written word for reaching our audiences. The 920th Public Affairs office is responsible for informing the public of how taxpayer dollars are spent on Air Force resources; how troops are being utilized for training and war efforts and informing the public of the mission of combat search and rescue. The wing is considered the busiest reserve unit in the Air Force Reserve and the office is responsible for responding to the public at all levels. It handles media inquiries and noise complaints as well as general questions by the public. It's a very high-paced atmosphere. The office also produces a magazine and web site. Itemized areas where public affairs seeks to be enhanced through this partnership: Integrate technology to enhance ongoing outreach programs Creative better ways to communicate our technology and mission to all audiences Produce a more interactive wing tour program Develop new ways of approaching communication products requiring fewer resources Enhanced organization in all office procedures Video editing projects Databases management The below items are areas that a teacher working here would be exposed to: o Air Force Reserve Careers/Missions o Air Force Aircraft o Air Force technology o Air Force Reservists o Service life o U.S. War efforts o Air Force Combat Search and Rescue o Humanitarian Relief efforts by the U.S. Air Force Reserve o NASA support provided by the U.S. Air Force Reserve o Everyday people; American heroes o Geopolitical studies The following programs are utilized on a day-to-day basis by the public affairs office. A student teacher would have the opportunity to learn these programs. o CS4 Adobe Creative Suite 4 o Photography w/ high-end digital cameras o Videography o Web site development o Microsoft office o News Release/feature writing o Layout and Design o Giving tours o Outreach o Marketing Position 2) Provide one teacher to perform duties associated with the daily operations of the 920th Aeromedical Staging Squadron, to include but are not limited to: filing documentation, preparation of official memorandums, photo copying documentation, in person customer service, distribution of official correspondence, and proper disposal of official correspondence that is no longer required. Assist with the para-professional portion of physical examinations to include but are not limited to; preparing physical examination packages, pulling medical records, completing records charge out slips, data input of diagnostic testing results, filing documentation received from outside the flight surgeons office and scanning documentation necessary to process medical packages. Participate in Unit Training Assemblies to assist the Commanders Support Staff (CSS) in manning the unit orderly room to ensure traditional reserve members have the necessary resources to complete required training. Assist with the processing of physical examinations. Perform inventory of medical materials to ensure adequate stock levels are on hand for training scenarios. Assist CSS with in-house audit of Personnel Information Files. Correct discrepancies found and secure closed out volumes. Position 3) Provide one teacher to the Air Force for temporary employment in the 920 MSS/DPMSC (Career Enhancement) office. The following describes the duties that will be associated with this position: The member will be asked to process military evaluations, especially Enlisted Performance Reports (EPRs) and Officer Performance Reports (OPRs). This processing will include tracking, reading, proofing, and updating reports. The member will also assist in other areas of Career Enhancement to include: - Distributing promotion rosters - Tracking participation data of units - Following up with customers with Line of Duty (LOD) issues Position 4) Provide one teacher to the Air Force for temporary employment in the 920 ASTS/SGAS office. The following describes the duties that will be associated with this position: Assist Commanders Support Staff (CSS) in manning the unit orderly room to ensure unit members have the necessary resources to complete required training. Such duties may include: photo copying and filing documentation, in person customer service, distribution of official correspondence, and proper disposal of official correspondence that is no longer required. Assist CSA/WM with inventories, upgrading hardware, installing software, managing accounts, organizing historical media, creating/updating web pages, and assisting squadron personnel with computer related issues.
