Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 6640,has been tasked by the Office of Naval Research (ONR) to provide technical and engineering services in support of the Aluminum Vulnerability Program.To meet this requirement NSWCCD intends to negotiate a non-competitive procurement with the University of California at Santa Barbara (UCSB), Santa Barbara CA 93106.UCSB possess a unique combination of both the necessary laboratory capabilities as well as expert research personnel to perform the tests involved with the characterization of aluminum welds.The equipment required to complete this task includes: Tensile load frame(s) capable of high strain rate tensile tests along with contact and laser extensometers, or other equivalent system such as video extensometers. High-resolution Digital Image Correlation (DIC) equipment including high-speed cameras and relevant software, configured for tensile testing measurements; Scanning electron microscope (SEM) or equivalent for microstructural characterization; Micro-hardness measurement equipment; Machine shop capabilities for high-tolerance custom specimen manufacture; and access to LS-DYNA and/or ABAQUS for finite element calculations.UCSB's Materials Department contain the unique expertise to use high-resolution Digital Image Correlation (DIC) for high strain-rate tensile testing measurements. This measurement technique, which is novel in nature, provides data unattainable in any other way regarding material failure processes. Due to the complicated nature of the tests to be performed, the researchers performing the tasks must be experts in the field of mechanical testing and performance of materials.The research groups of Professor Frank Zok and Professor Anthony G. Evans are ideally suited to the requirements due to both professors' internationally acclaimed materials science, mechanical testing, and performance of materials. This expertise is vital to the ability to complete the tests in the Statement of Work and properly interpret the data so that the aluminum welds of interest may be characterized. Both Professors Zok and Evans provide the comprehensive mechanics and metallurgical knowledge required for determining the properties of aluminum welds using the novel technique of DIC for high-strain rate tensile testing.Prof. Frank Zok is the Associate Chair of the UCSB Materials Department. Through numerous highly regarded papers and conference presentations, he has researched the design, fabrication and performance of materials and structures. His research emphasis is placed on fundamental understanding of performance-limiting mechanisms, through combined experimental, modeling and simulation studies. He has extensive experience with novel experimental techniques and has over a decade of experience performing high strain-rate testing. Some recent research topics he has explored have been fiber-reinforced ceramic composites for gas turbine engines, novel structural concepts for protection against high intensity blast and ballistic threats, advanced cooling concepts for hypersonic space vehicles, and nanomechanics of biological materials.Prof. Anthony G. Evans is Alcoa Professor of Materials, Professor of Mechanical Engineering and Director of the Center for Multifunctional Materials and Structures at the University of California at Santa Barbara. Prof. Evans is considered a pioneer in materials characterization. He has authored of over 540 publications, and has been honored with numerous awards and is one of the most highly cited authors in Materials Science, as well as in Engineering and Physics. Prof. Evans has been vice president of the American Ceramic Society (1984-1988) and for four years, served as chair of the Defense Sciences Research Council.This notice of intent is not a request for competitive proposals however all responsible sources submitting proposals within 15 days after date of publication of this synopsis will be considered by the Government. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
