- The United States Department of Agriculture – Animal Plant and Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) anticipates a sole source procurement under the authority of FAR 6.302-1 for the following requirement: One Cepheid Smart Cycler II 2 block laptop system and one Smart Cycler II 3 block laptop system for the National Plant Germplasm and Biotechnology laboratory. The Cepheid platform is used to perform polymerase chain reactions (PCR) in the development and validation of methods used by PPQ in confirmation testing and in labs approved by Center for Plant Health Science and Technology (CPHST) for several of the program pests including Phyotophthora ramorum, Plum Pox virus, Potato Cyst nematode, citrus canker, and APHIS/CDC Select Agent pathogens such as Ralstonia solanacearum race 3 biovar 2 and most recently Citrus Greening. The Cepheid SmartCycler systems are also used by other development labs making it easy to adapt methods for seamless and cost effective implementation for PPQ. To not use this product may jeopardize validated testing protocol, which is used in an APHIS-PPQ-approved National Survey for several program and emergency program pests and they are to be part of the off-shore pest initiative, and for methods deployed to the National Plant Diagnostic Network, a network of plant pathogen diagnostic labs that aid PPQ in CAPS and domestic surveys. The Cepheid SmartCycler systems are also becoming part of the diagnostics that we are deploying to our international counterpart diagnostic labs in Mexico, Australia, and New Zealand. Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive (i.e., non-brand name) procurement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
