Description
The Louis Stokes Cleveland Department of Veteran Affairs Medical Center (LSCDVACM) intends to negotiate sole source procurement with Toshiba America Medical Systems. This proposed acquisition is for the purchase of Virtual Explorer Workstation, 32 hours on site training application, gating wave form LCD Display, virtual software cardiac edition and 3-D Virtual, Workstation.The Government intends to accomplish the procurement using procedures in accordance with FAR 6.302-1, of other than full and open competition. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. The VA believes that Toshiba America Medical Systems is the only company that can provide the proprietary software which will work with the equipment already in place. The VA believes that the unique characteristics of the software are its ability to assess myocardial viability in patients who are candidates for coronary bypass and valvular surgery. It also is considered to be the superior method to assess right ventricular dysplasia, a potential cause of patient morbidity and death. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer by June 11, 2009. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the above requirements. Information may be sent to the Contracting Officer by emailing DaraGreene@va.gov on or before the date indicated herein. Responses received will be evaluated however; a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the VA Medical Center will proceed with the sole source negotiation with Toshiba for the MRI software.
