Description
The Federal Aviation Administration (FAA) has a requirement for administrative voice enterprise services. These services include:1.Program Management, 2.Enterprise Planning and Engineering, Technology refreshes, 3.Upgrades, New System and Services, 4.Service Ordering and Provisioning,5.System Verification,6.Implementation and Integration,7.Configuration Management,8.Operations and Maintenance,9.Customer Support,10.Moves, Adds, and Changes,11.Security Management, and 12.System Orientation It is anticipated that Indefinite-Delivery/Indefinite-Quantity type contract, with fixed priced pricing arrangements, will be awarded covering these services. The resultant contracts will include a 5-year base period and five 1-year options. These options may or may not be exercised, at the sole discretion of the FAA. Questions regarding the solicitation and/or Statement of Work shall be provided electronically to the Contracting Officer (Kathy.Sthill@faa.gov) prior to June 29, 2009. A technical, as well as cost, evaluation will be conducted to determine best overall value to the FAA. A description of the technical submittal and subsequent evaluation can be found in Sections L and M of the Screening Information Request (SIR). The NAICS code applicable to this requirement is 811213, Communication equipment repair and maintenance services, and 517919, VoIP service providers, using client-supplied telecommunications connections Contractors must be registered with the Central Contractor Registration, www.ccr.gov on the date established for receipt of offers (June 29, 2009). Reference AMS Clause 3.3.1-33, paragraph (d), "if the offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror." In addition, offerors must complete and return the attached Business Declaration Form. The form is provided as a separate document under this announcement. The FAA reserves the right to review and verify each offeror's program eligibility. Complete submittals, both technical and cost proposals, must be received by the FAA, no later than 2:00 p.m. EDT, Monday, June 29, 2009. Any responses received after that date and time will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. If all requested information is not furnished, the vendor's response may be determined ineligible. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the solicitation process. The FAA reserves the right to no longer consider on this acquisition, firms which fail to respond, firms with respond incompletely, or firms which respond with any information found to be verifiably false. The FAA will not pay for any information received or costs incurred in preparing responses to this announcement. Since the release of the draft SIR on 05/15/09, updates to the following sections are included in this release:Section I - updates to clauses per the FAA's responses to Vendor Questions posted on 05/15/09Section L.7.3 - all proposal volumes are due no later than 2 PM EDT on June 29, 2009.Section L.8.2 - addition of FAA Contracting Officer's email address for electronic submission of the Contract Performance Customer SurveysSection L.8.4 - Addition of 3 percent, of total contract dollars, set-aside to Service-disabled Veteran Owned Small Businesses (SDVSB)Attachment J.1 - Technical Specifications - updated to correct the paragraph numbering inconsistency Finally, a list of interested parties is attached. This list is provided for information purposes only and the FAA DOES NOT endorse any product, service or enterprise in connection with vendor information presented. Any vendor interested in having their information added to this list may submit a request to the Contracting Officer with the name of the company and the telephone number or email address for a Point of Contact. The list will be updated as contact information is provided to the CO. Additionally, corrections or changes may be submitted to the CO via email.
