- The Department of Homeland Security (DHS), Science and Technology Directorate, Command, Control and Interoperability Division, anticipates award of a sole source contract, on a Time-and-Materials basis to Evolution Technologies Inc., 21351 Ridgetop Circle, Suite 300, Dulles, Virginia, 20166. The proposed period of performance (Basic and Options) is 24 months. DHS is committed to using cutting-edge technologies and scientific talent in its quest to make America safer. The DHS Directorate of Science and Technology (S&T) is tasked with researching and organizing the scientific, engineering, and technological resources of the United States. The Command, Control and Interoperability Division (CCI) supports this effort through its Office for Interoperability and Compatibility (OIC). OIC facilitates the creation of interoperable communications standards for both voice and data communications. These standards connect to infrastructure components and allow for greater interoperability and flexibility, regardless of manufacturer. A key organizational element for facilitating data interoperability is the Emergency Data Exchange Language (EDXL) Program. The Performer shall support related research, development, testing and evaluation for the EDXL Program, DHS and its stakeholders including the full responder community. OIC requires additional facilitation and related decision support services to work with key public safety stakeholders, local and state practitioners, and national associations to develop coordinated recommendations and responses as well as to identify new policies that promote greater interoperability and cooperation. The Performer shall assemble committees and working groups among public safety stakeholders; ensure that OIC objectives are integrated into the discussions of the committees and working groups; and facilitate and coordinate each group’s activities. The Performer shall support the mission of OIC by conducting the following activities: 1.Support the EDXL standards development process with activities that may include, but are not limited to, the following: a)Prepare recommendations to the OIC Practitioner Steering Group (PSG); b)Define and refine PSG prioritized EDXL standards list; c)Conduct research into the highest priority standards; d)Assist in preparing standards requirements, specifications and technical documentation; e)Conduct research, development, testing and evaluation of standards for alerts and warnings to support the Federal Emergency Management Administration (FEMA) Integrated Alerts and Warnings System (IPAWS) and the Commercial Mobile Alert Service; f)Conduct research, development, testing and evaluation in support of standards for alerts and warnings for delivery to devices such as cellular phones, pagers, personal digital assistants (PDA’s), web sites, computers, televisions, sirens, warning lights, radios and other personal electronic devices; g)Prepare draft and finalize materials for standards submission to standards body, such as the Organization for the Advancement of Structured Information Standards (OASIS) ; h)Work with standards body to further refine standards; i)Assist in the preparation of standards testing and evaluation programs; and j)Assist in tests, pilots, demonstrations and implementation of final approved standards. 2.Support the standards development process by interacting with OIC stakeholders regarding EDXL messaging standards priorities, requirements, and definitions. 3.Provide support for consensus-building across the enterprise that is facilitated through the Department of Homeland Security’s Enterprise Data Management Office /Data Management Working Group, the Data Reference Model (DRM) Focus Group for Component Representation and subject matter expertise in coordination with the HLS EA team. 4.To the extent possible, coordinate with and leverage standards definition with existing efforts such as Global Justice XML Data Model (GJXDM), the National Incident Management System (NIMS) and the National Information Exchange Model (NIEM). This will include meeting support, program coordination, and outreach. 5.Assist in the preparation of deliverables in the required format for submission to specified public standards bodies. This will include but is not limited to the Organization for the Advancement of Structured Information Standards (OASIS), American National Standards Institute (ANSI), the Institute of Electrical and Electronics Engineers (IEEE) and the National Fire Protection Association (NFPA). 6.Provide liaison and communication support to the Emergency Interoperability Consortium (EIC) to ensure compliance with the DHS EIC Memorandum of Understanding (MOA). 7.Participate in the standards development organization process by providing subject matter expertise and by serving as an interface between OIC stakeholder bodies and the public standards organization. 8.Provide liaison support to the appropriate Federal data architecture and interoperability committees, sub-committees and advisory groups as necessary. This requirement will be procured in accordance with the statutory authority permitting Other Than Full and Open Competition, as authorized under 41 U.S.C. 253 (c)(1), and implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Evolution Technologies Inc. is the only firm that has the established capability to support the Emergency Data Exchange Language standards work, prepare submissions on EDXL standards in the required formats to specified public standards bodies, provide liaison and communication support to the Emergency Interoperability Consortium (EIC) to ensure compliance with the DHS EIC Memorandum of Understanding (MOU), participate in the standards development organization process by providing subject matter expertise and serving as an interface between OIC stakeholder bodies and the public standards organization. Additionally, Evolution Technologies Inc. is the only firm that has the ability and knowledge to conduct research, testing and development on standards for alerts and warnings to support the Federal Emergency management Integrated Alerts and Warnings System, (IPAWS), conduct research, testing and development to support standards for alerts and warnings to support the delivery of alert and warning messages to devices such as cellular phones, pagers, personal digital assistants, websites, computers, televisions, sirens, warning lights radios and other personal electronic devices; and assist in the preparation of standards testing and evaluation programs. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is for informational purposes only and is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The proposed contract is set-aside for a Service-Disabled Veteran-Owned small business concern. Responses from other than Service-Disabled Veteran-Owned small business concerns will not be considered. This is not a competitive request for proposals. Any interested party must have the requisite knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort. Any interested party must submit a Statement of Qualifications to the Contracting Officer @ susan.eicher@dhs.gov. The Statement of Qualifications submitted by an interested party must demonstrate its ability to perform to the Governments’ needs as stated in this announcement.
