Description
Fort Hood Directorate of Contracting is issuing a pre-solicitation notice for a firm fixed price construction contract to construct an 81 ft by 51 ft (4,175 sf) building per the drawings and specifications provided, to include site preparation, concrete slab, water, sanitary sewer, gas utilities, power, lighting, and communication shall be provided as required per the drawings. A mass notification system shall be installed inside of the building. This acquisition is 100% set aside for qualifying HUB-ZONE firms under NAICS 236220 (Size Standard $33.5 Million). The magnitude of the procurement is estimated to be between $500,000 and $1 Million. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, Bell County, Texas. Davis Bacon Wage Decision TX20080049, version 4, Building Construction for Bell and Coryell Counties, Texas will govern work under this contract. Performance and payment bonds, in the bid amount, are required for this contract. A bid guarantee in the amount of 20% of the bid price is also required. An organized site visit will be conducted for this procurement. Details of that site visit will be available in the solicitation. Under this contract, the contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturers specifications and recommendations, and all contract special provisions, terms and conditions. This project encompasses full construction to include, but not limited to: constructing a small building pad approximately 81ft wide by 51ft long (4,175sf). After general site clearing, the building pad and adjacent area will be rough graded to the lines indicated on the drawings and select fill will be placed under the proposed building slab to bring the facility to the required finished grade. Existing water, sanitary sewer and gas utilities are located within the construction site limitations. A 2in water line with meter, 6in sanitary sewer lateral and 1-1/2in gas line with pressure regulator, valve and meter shall be provided to the new building. The exterior electrical work shall consist of installing pole mounted transformers and extending electrical overhead secondary to new building. The telecommunications work shall be in accordance with the drawings. The new building shall have a standing-seam metal roof with an initial solar reflectance of at least 0.25 and three-year reflectance of at least 0.15. Soffits, fascias, gutters and downspouts shall match the color of the metal roof. The exterior claddings shall be masonry with integral color. The windows and entrance doors shall be aluminum, with anodized or colored polyvinylidinefluoride coating, with thermal break and insulating glass units. Exterior doors shall be hallow metal frames and hallow insulated metal doors with painted finished. The interior doors shall be hollow metal frames with paint finish, solid core doors with hardwood veneer with clear finish. Door hardware shall be brushed stainless finished, ANSI/BHMA grade-1 durability. The interior finishes shall include suspended acoustic system with gypsum board system inside latrines, communication closet and secure areas, ceramic tile flooring in side of latrines, vinyl tile in all other rooms, and wall finish shall be texture and paint. Power, lighting, and communication shall be provided as required per the drawings. A mass notification system shall be installed inside of the building. The Government has allocated 210 calendar days for completion all of the contract requirements. The solicitation will be issued on or about 15 Jul 09 under solicitation number W91151-09-B-0010 to the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi/. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.
