FedBizOpps Notice: Document Type: Sources Sought Notice Solicitation Number: AB133R-09-RP-0124 Posted Date: June 05, 2009 Original Response Date:June 15, 2009 NAICS Code: 541511 Custom Computer Programming Services Description This is a Source Sought only. The purpose of this synopsis is to obtain capabilities information from all size and types of firms to determine the degree of competition. Information received will be used to make a determination regarding the use of full and open competition or to set aside the procurement. No solicitation exists at this time; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps. The anticipated contract will be a contract for services, with firm fixed-pricing. The Pacific Marine Environmental Laboratory (PMEL) requires follow-on to services to enhance and extend the Live Access Server (LAS), a PMEL developed data server for the World-Wide-web. LAS provide end users with highly interactive interface through which they can visualize subsets, download and compare scientific data sets. Approximately 50 Live Access Server sites are in operation within NOAA, other agencies, academia and internationally. The software represents an investment of many man-years of development effort. A significant number of projects depend upon on-going advancement of LAS through incorporation of emerging technology and addition of user-requested features. The enhancements and extensions described in the statement of work will fall into five categories: (1) User interface enhancements to promote usability; (2) User interface enhancements to add new functionality; (3) Improve configuration management; (4) Enhancement support for Web services; and (5) Application of LAS technology to specific user needs. Interested parties should submit: 1) a brief description of their capability to provide the required cable, 2) evidence of experience and past performance (including a contact name and telephone number), 3) intention to submit a proposal as a prime contractor, and 4) business company size, point of contact and DUNS number. The business size shall include any applicable preference program (i.e., 8(a), HUBZone, Service Disabled Veteran Owned, Small Business, etc.) For the purposes of this requirement, the NAICS size standard for small business is 541511, $25 million.
