Description
Reference is made to Request for Quotation Number VA-259-09-RQ-0304. The Veteran's Administration (VA), Eastern Colorado Healthcare Management System (ECHMS), VISN 19, located at 1055 Clermont Street, Denver, Colorado is soliciting offers from qualified and experienced sources from small business concerns capable of providing all plant, labor, tools, parts, equipment, transportation, training and incidentals needed to perform the following: Installation location assessment and installation of one each 10kw solar PV system. Work includes system design, and layout, general construction, alterations, mechanical and electrical work, utility systems, and facilities to install one 10kw PV system with a calculated minimum array out put of 9,984kw, including 4 grid-tied inverters that provides power only while the utility grid is functionally active. All electrical connections equipment, wiring, switches as necessary including the temporary removal of existing rock on roof to facilitate location of mounting pads and construction and certain other items. The Solar Panel mounting structure will be provided with no roof penetrations. An extra membrane layer will be added at supporting pads to eliminate chaffing of roof material. Stone pads will be added to facilitate access to PV panels for maintenance. The installation shall include all material, hardware, software, EMCS connection, Web enabled software and Lap top computer configured with control software, array panels, inverter ect. All work shall be done in strict accordance with the solicitation and contract plans and specifications. In addition, the contractor selected to perform subject work must provide evidence that they have been approved by Excel Energy so that we may be able to receive any energy rebates offered by Excel Energy. The Government anticipates energy savings to be substantial. Subject procurement is being procured as a commercial item as defined by FAR Part 12. Subject contract award will be made in accordance with FAR Parts 13 and 15. Subject announcement is provided in order to satisfy the requirements of FAR Part 5. The North American Classification Code is 423720 and Small Business Size Standard is 100 Employees. The solicitation forthcoming will be issued as a small business set-aside. All qualified, eligible and responsible sources may submit an offer to the solicitation, which if timely received, may be considered for possible award. The VA will be issuing a Request for Quotation in accordance with FAR Part 12, acquisition of commercial items and FAR Part 15, contracting by negotiation. This acquisition will be procured as a Best Value type of acquisition whereby technical and past performance will be considered approximately equal in importance as to price. Solicitation documents will be available electronically on or about June 8, 2009 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. The anticipated RFQ closing date is June 16 2009 at 2:00 p.m. (Mountain Time). Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and/or comments, in writing, in regards to the solicitation documents prior to submission of your offer. Solicitation number VA-259-09-RQ-0304 has been assigned and should be referenced on all correspondence regarding this announcement and resultant solicitation.
