Description
This procurement consists of one solicitation with the intent to award one Refuse Collection and Recycling combination Firm Fixed Price/Indefinite Delivery Indefinite Quantity contract to be performed at various Naval and Marine Corps installations located in the San Diego, California metropolitan area. This solicitation is un-restricted, and is to be procured as a commercial items acquisition in accordance with the Federal Acquisition Regulations (FAR) Part 12. The North American Industrial Classification System (NAICS) Code is 562111 and the size standard is $12.5 million dollars. The performance period will include a 12-month base period, four 12-month option periods, and five 12-month award option periods for a total maximum duration not to exceed 120 months. THE GOVERNMENT INTENDS TO EVAL! UATE OFFERS AND AWARD A CONTRACT WITHOUT DISCUSSIONS WITH OFFERORS (EXCEPT CLARIFICATIONS AS DESCRIBED IN FAR 15.306(A)). THEREFORE, THE OFFERORS INITIAL OFFER SHOULD CONTAIN THE OFFERORS BEST TERMS FROM A PRICE AND TECHNICAL STANDPOINT. THE GOVERNMENT RESERVES THE RIGHT TO CONDUCT DISCUSSIONS IF THE CONTRACTING OFFICER LATER DETERMINES THEM TO BE NECESSARY. IF THE CONTRACTING OFFICER DETERMINES THAT THE NUMBER OF PROPOSALS THAT WOULD OTHERWISE BE IN THE COMPETITIVE RANGE EXCEEDS THE NUMBER AT WHICH AN EFFICIENT COMPETITION CAN BE CONDUCTED, THE CONTRACTING OFFICER MAY LIMIT THE NUMBER OF PROPOSALS IN THE COMPETITIVE RANGE TO THE GREATEST NUMBER THAT WILL PERMIT AN EFFICIENT COMPETITION AMONG THE MOST HIGHLY RATED PROPOSALS. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. The following factors shall be used to evaluate offers: ! Relative Importance of Evaluation Factors: The evaluation factors are divided into two categories; non-price evaluation factors (Factors 1, 2, 3, 4, and 5) and price. Factors 1, 2, 3, 4, and 5 are of equal importance. When the proposal is evaluated as a whole, the non-priced Factors 1, 2, 3, 4, and 5 are approximately equal to price. The importance of price will increase if offerors' non-price proposals are considered essentially equal in terms of technical quality, or if price is so high as to significantly diminish the value of a proposal's technical superiority to the Government. Award will be made to the offeror whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered. The evaluation factors are set forth below:Factor 1: Corporate ExperienceFactor 2: Technical ApproachFactor 3: Management PlanFactor 4: Small Business Subcontracting EffortFactor 5: Past Performance and Safety of Offeror and Offeror's TeamSub-factor 5A: Past PerformanceSub-factor 5B: Safety of Offeror and Offeror's TeamPrice Offeror shall submit its proposal in two (2) separate parts as follows: 1) Technical Proposal: (original & 4 copies). Address each of the following evaluation factors shown in FAR Clause 52.212-2 of the solicitation: Factors 1, 2, 3, 4, & 5. 2) Price Proposal: (original & 4 copies). Include all other Price Proposal submission requirements shown in FAR Clause 52.212-2 of the solicitation. Price proposal shall be submitted in a separate binder from the technical proposal, and clearly marked "Price Proposal." Offerors shall complete Exhibits A through K, Option Periods 1 through 4, and Award Option Periods 1 through 5. OFFERORS SHALL COMPLETE ALL EXHIBIT LINE ITEM NUMBERS (ELINS) UNIT PRICES AND TOTAL AMOUNTS IN THE BASE YEAR, FOR EACH OPTION PERIOD, AND AWARD OPTION PERIOD. While all proposed pricing will be fully evaluated in accordance with the RFP price evaluation criteria, the Government will consider only the sum total of the prices proposed for the following Exhibit Line Item Numbers (ELINs) to determine reasonableness, realism, and completeness for the purpose of performing any required cost-technical trade-off analysis to determine the offeror proposing the best value to the Government: Base Year: FFP (ELINs A001 through A065)IDIQ (ELINs A100 through A115)Option 1:FFP (ELINs B001 through B065)IDIQ (ELINs B100 through B115)Option 2:FFP (ELINs C001 through C065)IDIQ (ELINs C100 through C115)Option 3:FFP (ELINs D001 through D065)IDIQ (ELINs D100 through D115)Option 4:FFP (ELINs E001 through E065)IDIQ (ELINs E100 through E115)Award Option 1:FFP (ELINs F001 through F065)IDIQ (ELINs F100 through F115)Award Option 2:FFP (ELINs G001 through G065)IDIQ (ELINs G100 through G115)Award Option 3:FFP (ELINs H001 through H065)IDIQ (ELINs H100 through H115)Award Option 4:FFP (ELINs J001 through J065)IDIQ (ELINs J100 through J115)Award Option 5:FFP (ELINs K001 through K065)IDIQ (ELINs K100 through K115) In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended price and the total of the ELINs will be recomputed accordingly. If the offeror provides a total amount for an ELIN but fails to enter the unit price, the total amount divided by the ELIN will be held to be the intended price.
