Description
RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS CONTRACTING OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS WHO PROVIDE PROGRAM ANALYST AND PROGRAM ASSISTANT SERVICES THROUGH A GENERAL SERVICES ADMINISTRATION (GSA) SCHEDULED CONTRACT. The National Center for Research Resources (NCRR)) has a requirement for Program Analyst and Program Assistant Services. The work to be performed under this contract is to provide technical, administrative, logistical, and scientific support services to the NCRR, Office of Review (OR) for the purpose of assisting with the planning, receipt, processing, review and award of ARRA recovery funds and for other reviews conducted by the OR. Project Tasks include, but are not limited to: 1) Administrative review of grant applications to determine if conflicts of interest exist for the reviewers, investigators or submitting organizations. 2) Review Committees – Administrative support to assist the review meetings as needed. 3) Review Meetings – Receive, coordinate, consolidate, and prepare summary statements or other documentation as required. 4) Reporting - Generate reports as required from IMPAC II or other data sources. 5) Project Management and task coordination for contractor employees working on this effort including scheduling, time recording, quality assurance, and monthly reporting. 6) Personnel Requirements: Each personnel assigned shall have excellent technical and/or scientific writing skills; be flexible and able to shift priorities quickly according to the changing workload demands; and have a specific background that provides an understanding of biomedical and behavioral research or related scientific/behavioral research areas, and/or architectural design for biomedical research laboratories. Preferably, the personnel assigned to this project shall have an understanding of the National Institutes of Health and the grants application and review process. 7) Security: The contractor personnel will be required to obtain a National Institutes of Health (NIH) clearance prior to obtaining access to any information system. Contractor personnel shall adhere to all applicable NIH IT systems security regulations.
