Description
CJ&A6.302-1 The Naval Air Systems Command (NAVAIR) has awarded Order 0066 under Basic Orderiing Agreement N00019-07-G-0008 with Bell Boeing Joint Project Office on an other than full and open competition basis for the retrofit of seven CV-22 aircraft with ECP 0802, which will bring these aircraft to a Block B/10 configuration. This order includes FFP CLINS for the retrofit kits and NRE, and CPFF CLINS for kit installation and over and above effort. This acquisition was awarded on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell-Boeing, the original aircraft manufacturer and sole producer of the V-22 aircraft, is the only source possessing sufficient requisite system knowledge, engineering expertise, aircraft integration information, and technical data needed to perform these retrofit efforts. Subcontracting opportunities may be available and should be sought with the Bell-Boeing Joint Project Office.
