- The U.S Army Soldier Systems Center, Product Manager Force Sustainment Systems (PMFSS), Natick, MA is conducting a market survey to identify potential vendors for furnishing modification kits and associated logistics support documentation to upgrade approximately 800 Food Sanitation Center (FSC) Model FSC-90. The FSC-90 is portable and includes three specialized sinks, each of which is heated by an open flame, JP8 fuel-fired burner. This facilitates a 3-step process to sanitize Army field kitchen equipment such as pots, utensils, and insulated food containers. The FSC-90 is housed within a standard military tent and includes ancillary equipment such as drain hoses, drying racks, and tables. The purpose of seeking the modification kit is to upgrade FSC-90s, which were fielded prior to 2006, to the same standard as the latest model FSC known as FSC-2. PMFSS is researching potential vendors who may be able to design and fabricate FSC modification kit components such as heavy-duty sinks; carbon monoxide monitor assemblies; 20 gallon per minute grease separator assemblies; small pump assemblies; heat shields for hot surfaces; miscellaneous hoses; and electric cable assemblies. PMFSS anticipates the fabrication work will include, but not be limited to, metal working, welding, thermoplastics forming, electrical assembly, mechanical assembly, integration, testing, packaging, and crating. PMFSS does not have a standard drawing package for FSC modification kit components, so the vendor would need to design/build to a performance specification and then verify performance through detailed testing. PMFSS also anticipates the work would require the vendor to develop its own fabrication drawings to facilitate production and quality control. In addition to design and fabrication efforts, logistics support and configuration control documentation would be needed from the vendor to assure the Army can sustain the kits without vendor support. Logistics support documentation would include technical manual and training packages in standard Army format. Configuration control would include drawing packages and management of configuration changes. This notice also seeks information regarding potential vendors quality assurance programs.This market survey is intended for Government planning purposes only and responses are voluntary. This notice is not an Invitation for Bid or Request for Proposal. For those parties interested in submitting a response, the information is required within 14 calendar days from the publication date of this notice. Information should include 1) experience in designing/building/testing to performance specifications; 2) experience developing logistics support documentation, fabrication drawings, and configuration control documentation; 3) quality assurance program; 4) fabrication capabilities; and 5) vendor status as a small or large business. Information shall be limited to no more than three (3) pages with no smaller than font size ten (10) and at least single-spaced. Page size shall not exceed 8.5 x 11.
