- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Department of Veterans' Affairs, James A. Haley Veteran's Hospital (JAHVH) located in Tampa, FL intends to solicit and negotiate a sole source labor-hour contract with the University of South Florida, Louis de la Parte Florida Mental Health Institute, to develop a foundation study to evaluate community-based housing services for homeless veterans in the VISN. This study will provide information and data that will enable the National Center on Homelessness Among Veterans and Office of Mental Health Services to plan and develop programmatic and strategic plans for the future support of programs for Veterans that are homeless or at-risk for homelessness. The study requires developing data collection methods, testing those methods, implementing collection of data processes, evaluating data, and adjusting, if necessary, the methodology to ensure non-bias reporting and study results that are valid and reliable. The proposed contract award for services to only one source is authorized in accordance with FAR 6.302-1. Interested persons may respond with details of their technical capability. All information received by 2 p.m. EST, 10 June 2009, will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
