Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division has a requirement for the remanufacture of AN/ALQ-126B Low Band Traveling Wave Tubes (TWT) originally manufactured by ITT and Hughes Aircraft. This order is anticipated to be a 5 year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a minimum of 1 each tube type and a maximum of 40 each tube type. First Article testing will be required for sources not already qualified to remanufacture these tubes. Delivery will be FOB Destination to NSWC Crane Division, Crane, Indiana 47522. Inspection and acceptance will be at destination by NSWC Crane personnel. This solicitation will utilize full and open competition procedures for award of a firm fixed price contract under FAR Part 13.5. The Government intends to award to the responsible offeror whose First Article results in qualification as a remanufacture source and then represents the best value to the Government considering past performance and price with past perfo! rmance having two subfactors; history of delivering high quality same or similar products and a history of meeting delivery schedules being more important than price. The solicitation will be available for download on or about 23 June 2009. Closing date will be on or about 23 July 2009. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. The POC is J.D. All responsible sources may submit a proposal which shall be considered. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered.
