- NAVAIR Lakehurst intends to enter into a sole source delivery order with the Bell-Boeing JPO (BBJPO) under Basic Ordering Agreement (BOA) N68335-09-G-0006 for the design, development, testing, and manufacture of Peculiar Support Equipment (PSE) and the associated supportability data to support Depot Level of Maintenance requirements of the Pneumatic Reservoir Module and the Emergency Oxygen System at FRC East Cherry Point. These systems are components of the MV/CV-22 aircraft, and the tooling is used at various stages in the depot level disassembly and assembly. The tooling to be procured is comprised of eleven (11) unique items as follows: SERD 2297 – Bell Jar Test Set, Qty 2; SERD 2439 – Staking Tool, Qty 2; SERD 2440 – Pusher Tool, Qty 2; SERD 2441 – Torque Adapter; Qty 2; SERD 2442 – Holding Fixture, Qty 2; SERD 2468 – Torque Tool, Qty 2; SERD 2469 – Gauging Tool, Qty 2; SERD 2470 – Holding Fixture, Qty 2; SERD 2641 Pneumatic Test System, Qty 1; SERD 2642 – Adapter Set To Test System, Qty 2; and SERD 3027 – Cable Set, AWTS/EOS, Qty 2, for a total quantity of 21 tools. As the designer, developer, and integrator of the V-22 Aircraft, Bell-Boeing JPO remains the only vendor with the knowledge, technical expertise, and data to integrate this support equipment with the rest of the aircraft and FRC East. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1.
