- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W81K0009T0194 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. This acquisition is unrestricted under NAICS code 624190 and the small business size standard is $7.0Millon. The requirements in this solicitation are: CLIN 0001 Quantity Unit Price 6 months ________ TRAINING AND ADMINISTRATION COSTS. PERIOD OF PERFORMANCES IS 6 MONTHS FROM DATE OF AWARD. BASED ON 15 PARTICIPANTS PER SESSION. TWO SESSIONS PER MONTH TO RUN CONCURRENTLY. TOTAL SESSIONS 12. CONTRACTOR SHALL FURNISH AND PROIVDE ALL TIME AND MATERIALS FOR ALL SESSIONS. CLIN 0002 THE GOVERNMENT WILL PROVIDE A NOT TO EXCEED AMOUNT BASED ON THE JOINT FEDERAL TRAVEL REGULATION. PERFORMANCE WORK STATEMENT (PWS) 1. DESCRIPTION OF SERVICES. 1.1. The Contractor shall provide trainers who shall conduct classes in the methods and philosophy based upon a scientifically sound yet practical and readily educable model of resilience as behavior which can be operationally defined illustrated and trained on a diagnostic model of resilience. 1.2. This solicitation and any resulting contract will be a non-personal services contract, as defined in FAR 37.101, under which the Contractor is an independent Contractor. The Government may evaluate the quality of professional and administrative service provided, but retains no control over the medical, professional aspects of services rendered. The Contractor shall indemnify the Government for any liability producing act or omission by the Contractor, its employees and agents occurring during contract performance. The Government assumes no responsibility for negligent acts of the Contractor, its employees, or agents. Services rendered by the Contractor shall be rendered in the capacity of an independent contractor. The Contractor shall be solely liable for any liability producing act or omission.. 2. Personnel Qualifications 2.1. The contractor shall provide Professional Trainers with Ph.D. or M.A. in Psychology: academic and practical background in human learning, research, statistics, abnormal psychology, personality psychology, physiological psychology, social psychology, organizational behavior and psychological testing: 2.2. Shall have a minimum of fifteen years of experience in development and group facilitation. 2.3. Demonstrated specific competency and knowledge of the effects of Traumatic Brain Injury (TBI) & Post Traumatic Stress Disorder (PTSD) in humans. 2.4. Prefer a working knowledge of the military and U.S. Government protocol and organizations, and has demonstrated facility working with military populations. 2.5. Certification/Membership from among the following: American Psychological Association, American Psychological Society, Society for Industrial / Organizational Psychology, state licensure, Level 2 test user. 2.6. The Contractor Trainers shall be able to read, write, and speak English well enough to effectively communicate with all class participants, and any Government personnel. 3. Hours of Performance/Location 3.1 Monday Friday, excluding Federal holidays. Workdays will consist of eight hour days, hours to be coordinated with the Contracting Officer Representative and the Human Resource Department. 4. Administrative 4.1. Vehicle Registration: Vehicles entering Fort Riley, KS, shall have a valid state license, insurance and registration. State license and registration shall be maintained current during the time the vehicle is in use on this installation. 4.2. Disclosure of Information. Performance under this contract may require the contractor to access data and information proprietary to a government agency, another government contractor, or of such nature that its dissemination or use other than as specified in this work statement would be adverse to the interests of the Government or others. The contractor shall not divulge or release data or information developed or obtained under performance of this work statement, except to authorize government personnel upon written approval of the Contracting Officer. The contractor shall not use, disclose, or reproduce proprietary data which bears a restrictive legend, other than as specified in this work statement. 4.2.1. Disclosure of information regarding operations and services of the activity to persons not entitled to receive it, or failure to safeguard any classified information that may come to the contractor (or any persons under the contractors control) in connection with work under this work statement, may subject the contractor, contractors agent, or employees to criminal liability under Title 18, Sections 793 and 793 of the United States Code. Neither the contractor nor the contractors employees shall disclose or cause to be disseminated, any information concerning the operations of the activity that could result in, or increase the likelihood of, the possibility of a breach of the activities security or interrupt the continuity of operation. 5. SCOPE OF WORK /DELIVERABLES. 5.1 Contractor responsibilities: The contractor shall provide professional trainers in Resiliency training to participants to develop and strengthen those personal attributes that constitute resilience. 5.2 The various factors of resilience will emphasize various teachings and train various attitudes and skills, among which: Self-calming techniques to help soldiers think more clearly, concentrate more easily, and become more efficient at what they do. Recovery skills to minimize physiological damage Meaningfulness and sense of coherence The discipline of mindfulness The degrees of expressiveness 5.3 The Contractor shall provide a structured, applicable exercise that participants will learn to practice daily so as to help them achieve resilience and greater personal balance, increase effectiveness on the job and in personal relationships, and attain greater physical health. It is a combination of instruction and discussion, meditation and other stress-control techniques to help center mind, body and spirit. 5.4 The Contractor shall provide a pre- and post-personal style inventory with which we validate participants data on a continuum, and track their changes along the three salient characteristics factors of resilience. Factor I: Attitudes and Skills: Ability to self-calm, use the resources around oneself. Learn the best ways to calm yourself rather than amplifying the effects of stress Train and cultivate relaxation and self-calming techniques Develop self-replenishing routines and Recovery Skills Factor II: Hypersensitivity, Perfectionism, Self-criticism Challenging Self-Critical and Perfectionist Thoughts: Learning the discipline to guide ones mind Characteristics that empower/neutralize ones inner critic Challenging self-critical inner speech Factor III: Communication/Expressiveness Relationship between Self-Expression and Resilience Effects of Communication and Expressiveness Improving ones standing in Communication/Resilience/Social Support 5.1.1 Deliverables: 5.1.2. Provide a monthly status report on the actions undertaken for the previous 30 days. The report should include name of participants, dates of attendance, completion of assignments records, Analysis of group test data, analysis and reporting of course evaluations. This report needs to be forwarded to the contracting officer representative NLT the 1st of each month. 5.1.3. Debriefs will be as required by the COR. 6. Quality Management: Contractor shall develop a Quality Assurance Program (QAP) to insure all work activities performed under this contract are rendered in a manner to meet all performance objectives articulated herein. 7. Program Management: The Contractor shall provide the management skills and resources required to plan, organize, direct, accomplish, document, and control the professional efforts specified herein. 8. Environment, Safety and Health: All Contractor work shall be performed in such a manner that will protect the environment and assure the safety and health of the public and workers. 9. Security: The Contractor shall be required to observe Privacy Act rules by ensuring safeguards to protect personnel information in all resumes submitted in accordance with this work statement. 10. Reporting of Contractor Services and Manpower. Accounting for Contractor Services: The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: https://contractormanpower.army.pentagon.mil. The information to be reported is as follows: (1) Contracting Office, Contracting Officer, Contracting Officers Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-contractors); (7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor and sub-contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardization nomenclature provided on website); (12) Presence of deployment or contingency contract language; (13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Incurred costs will be billed against the Contractor Manpower Reporting CLIN of the contract or task order. Reporting period will be the period of performance not to exceed 12 months ending 30 September of each government fiscal year and must be reported by 31 October of each calendar year. If contract performance is completed before 30 September, the data can be entered upon contract completion rather than waiting for the end of the fiscal year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractors systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site. The COR will provide assistance to the contractor in meeting this reporting requirement. If the contractor is unable to enter manpower information on the website, the COR may elect to enter manpower information for contractors. Contractor is required to notify the COR by the 5th working day of November of each calendar year that the report has/has not been submitted. It is the responsibility of the COR to verify report submission. Report Schedules are based on the Governments Fiscal Year cycle, regardless of the contract period of performance cycle. Report cycles are as follows for any reporting year in which performance occurs: 11. Quality Assurance Plan (QAP) The following minimum Quality Assurance Plan applies. The government has the right to change or modify inspection methods at its discretion, provided contractor is given a 30 day advance notification. 11.1. Requirement: Paragraph 5. Scope of Work. The contractor shall provide professional experts in Resiliency training to participants to develop and strengthen those personal attributes that constitute resilience. 11.1.1. Performance Standard: at least 98% of the time within the period of performance. 11.1.2. Method of Surveillance: The Contracting Officer Representative (COR) will track recruitment service. 11.1.3. Remedy: Exceptions will be noted by the COR and reported to the Contracting Officer. 11.2. Requirement: Paragraph 5.1.2. Deliverables, monthly status report on marketing actions. 11.2.1. Performance Standard: At least 98% of the time monthly. 11.2.2. Method of Surveillance: The Contracting Officer Representative (COR) will track. 11.2.3. Remedy: Exceptions will be noted by the COR and reported to the Contracting Officer. Evaluation of Quotes: The Government will award a contract resulting from this solicitation to the responsible vendor whose quote, conforming to this solicitation, is Lowest Priced, Technically Acceptable (LPTA). Award will be on an all or none basis. The following factors will be used to evaluate quotes: 1. Technical Acceptability: In order to be considered technically acceptable, vendors must demonstrate technical capability provide the following: a) Reference the Performance Work Statement, paragraph 2, Personal Qualifications. Explain in detail how your firm will meet the sub-paragraphs 2.1 to 2.5. b) Explain in detail how your firm will meet all requirements under Scope of Work/Deliverables paragraphs 5, 5.2 to 5.4 2. Past Performance: Offerors are required to provide Past Performance Questionnaires from Two (2) firms/entities for which they are currently or have recently provided the same or similar supplies and/or equipment. Provide with your quote, the company names, telephone numbers, and points of contact that will provide the completed questionnaires for your quote. If an Offeror provides more than two past performance references, the Contracting Officer will consider only the first two listed references in the award decision. It is the offerors responsibility to ensure past performance references submit completed questionnaires directly to the Great Plains Regional Contracting Office (see below) by the solicitation closing date and time., the Contracting Officer may also consider any additional past performance information that is available to the Government. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of providing thorough and complete past performance information rests with the offerors. 3. Price. All quotes will be evaluated on Technical Acceptability, and Past Performance. The award decision will be based on the Lowest Priced, Technically Acceptable quote.
