- Description
- The Department of Health and Human Services (HHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment intends to negotiate with the National data Infrastructure Improvement Consortium (NDIIC) on a sole source basis. The basis for restricting competition if FAR 13.106-1(b)(1). NDIIC is a nonprofit organization whose membership consists of State and local agencies implementing open-source substance abuse prevention and treatment information systems. The mission of NDIIC is to ensure the availability and accessibility of quality information systems for alcohol and other drug treatment providers and Satte systems information needs. NDIIC has worked with a network of 17 state and local management entitities delivering substance absue serivces in the public sector. NDIIC is uniquely positioned to work with SAMHSA to involve SSA's and comunity or coutny based provider groups who are interested in implementing low or no cost information technology. NDIIC has the relevant expertise and contacts to successfully meet the Government's needs. Moreover, the independence of NDIIC from proprietary interests and relations with NASADAD, States, and other public sector parties uniquely position NDIIC within the health information technology solutions arena. The goal of the acquisition is to position Single State Agencies (SSAs) to be prepared for implementation of Electronic Health Records (EHRs) and to provide information on availability of low or no cost information systems that will meet emerging certification standards. Work will include creating a detailed template that States can use to develop data strategic plans, expanding current, limited efforts to identify examples of online reports currently being successfully implemeented with particular attention to outcome measure and provider performance, create a publicly available short overview of States that have successfully launched new data and reporting systems (anticiapted to be a link on the NDIIC website), document open-source information technology software certification standards, and provide a summary report. The anticipated period of performance is date of award through 8/31/2009. The acquisition will be conducted usng FAR Part 13, Simplified Acquisition Procedures via a written request for quotation and the anticipated award date is July 1, 2009. All responsible sources may submit a capabiolity statement, proposal, or quotation which shall be considered by the agency and shall be submited prior to the closing of this synopsis to the point of contact identified herein.
