- NASA/KSC is releasing a DRAFT Performance Work Statement (PWS) for the KSCEngineering Services Contract (ESC) as an attachment to this notice. Please note that theESC requirement was previously released under Sources Sought Synopsis, reference number"RFI09AD01". The draft PWS contains the requirements and definitions for the ESC as defined today. The basic structure of the draft PWS is an Overview Section 1.0 and a Management andAdministration Section 2.0 that describes effort required to administratively manage thecontract. Section 3.0, Laboratories and Developmental Shops, describes the baselinerequirement to operate and maintain assigned laboratories and developmental shops. Sections 4.0 through 7.0 describe the scope of requirements in the areas of EngineeringDevelopment, Space Flight Systems Sustaining Engineering Support, Operations TechnologyDevelopment, and Technical Services. Specific requirements for Sections 4.0 through 7.0will be further defined through Task Orders.Within the PWS are notations in italics to further describe content within that section.The italicized descriptions are solely to aid in the understanding of the content and arenot requirements. These descriptions will not be present in the final version of the PWSunless industry requests that they remain. During the draft PWS comment period, the Government requests any comments or questionsthat will enable industry a better understanding of the scope or ability to propose onthis scope. Comments and questions should reference applicable paragraph numbers and be in electronicformat using Microsoft Office 2007. Industry is encouraged to submit questions andcomments as soon as they are identified. Industry may respond as frequently as neededthrough COB Friday, June 19, 2009. All questions must be submitted in writing to the Contracting Officer atMary.Kiss-1@nasa.gov. Telephone questions will not be accepted. Questions and answerswill be posted on the ESC website at http://esc.ksc.nasa.gov. This presolicitation synopsis is not to be construed as a commitment by the Government,nor will the Government pay for the information submitted in response. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. An ombudsman has been appointed -- See NASA Specific Note "B". The draft solicitation and any documents related to this procurement will be availableover the Internet. These documents will reside on a World Wide Web (WWW) server, whichmay be accessed using a WWW browser application.
