Description
The Fort Bragg Mission and Installation Contracting Command (MICC) Center is conducting market research for the following requirement: Full service daily transportation for the Fort Bragg School System during the period 1 August 2009 through 31 July 2010, with a one (1) year option period. Service should include contractor furnished commuting and after school activity buses, drivers, monitors, management and route efficiencies. Services include, but are not limited to: Scheduled Services: - Provide daily transportation for approximately 1750 students to and from their designated schools and designated boarding points. - 180 days per school year. - School Hours of Operation Elementary Schools: 8:25 2:45, Wednesdays, 8:25 1:55 Irwin Intermediate School: 8:15 3:15, Wednesdays, 8:15 2:00 Albritton Junior High School: 8:00 3:10, Wednesdays, 8:00 2:20 Special Needs Services: - Provide daily transportation physically or mentally disabled students and other authorized individuals to and from their designated schools and designated boarding points. Service also includes alternate educational sites for classes. - Includes one (1) special needs monitor for each special education bus. - Approximately 270 students per school year and approximately 120 students per Extended School Year Program (EIYP). - 180 days per school year and 21 school days per Extended School Year Program (EIYP) - School Hours of Operation Elementary Schools: 8:25 2:45, Wednesdays, 8:25 1:55 Irwin Intermediate School: 8:15 3:15, Wednesdays, 8:15 2:00 Albritton Junior High School: 8:00 3:10, Wednesdays, 8:00 2:20 Unscheduled Services: - Provide transport of students and other authorized individuals as required. - Service requirements shall include field trips, special activities, and sports events. - Provide transportation for Special Activity Trips. Approximately 1,250 hours per school year. - Provide transportation for Special Activity Trips. Approximately 15,000 miles per school year. The appropriate NAICS code is 485410 with a size standard of $7,000,000.00. This synopsis is not a request for proposal. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. NOTE: For any acquisition set-aside for small business, Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting, will apply and will require the prime contractor to self-perform at least 50 percent of the labor with its own employees. Prime contractors cannot subcontract the entire effort. Again, this applies only to small business set-asides. Responses to this announcement must be received no later than 12:00 P.M. on Monday, June 15, 2009. Response should be emailed to laura.b.cannady@us.army.mil or faxed to Laura Cannady at 910-396-8346. Responses shall include the following: 1. Company name and address; 2. A statement of interest that meets all the requirements listed above; 3. A synopsis of the contractor's capabilities including but not limited to: a) Is this service something your business typically provides? b) What is the typical pricing structure your business has experienced in providing passenger transportation in the commercial market place? c) From date of award, what is the necessary lead time that your business will need to provide the services described above? d) Provide a Rough Order of Magnitude (ROM) cost/price estimate to provide the services described above. e) Describe the capability of your business to define routes and effect efficiencies in route times, number of stops, number of busses, etc. f) Describe your recent and relevant contracts performed within the past three years for the same or similar items required under the solicitation. Contracts may include those with Federal, State and local Government as well as private companies. Each reference must include the following information: contract dollar value; the contract period of performance; a brief description of the contract requirements. 4. Company size: small or large, HUB Zone, 8(a), SDB, Woman-owned, Service disabled veteran-owned; 5. Statement confirming the requirements of FAR 52.219-14 will be met should this acquisition be set-aside for small business (if applicable); 6.
