- SOUCES SOUGHT NOTICE FOR BIOMETRIC ACCESS CONTROL DEVICE Description The purpose of this sources sought synopsis is to gain knowledge of potential qualified industry sources for providing goods and/or services to the United States Capitol Police (USCP), Security Services Bureau (SSB), Physical Security Division (PSD). All requirements listed below are mandatory unless otherwise noted. This Sources Sought Notice is NOT a request for proposal and in no way obligates the USCP to award a contract for these goods and services. The USCP requires an access control device based on biometric technology. Requirements: The biometric access control device shall adhere to the following requirements: •1. One or more access control technologies are integrated with biometrics into a single device as follows: •1.1. Biometrics •1.1.1. One to many comparison •1.2. Numeric keypad •1.2.1. Accepts 5 digit personal identification number •1.3. Proximity card reader •1.3.1. Uses Wiegand 125kHz protocol •1.3.2. Compatible with HID Corporation 1326 proximity cards •2. Is software selectable as single or dual token •3. Compatible with Software House CCure version 9.1 •4. Has electronic tamper protection against removal of an installed device that may be either: •4.1. A dry contact that closes in the event of device removal •4.2. A contact that provides a signal through communications with device software provided that it affords a unique alarm •5. Has a false acceptance rate of less then.0001% •6. Has a false rejection rate of less then.001% •7. Operates on 12 or 24 VDC •8. If separate enrolling stations are required, they should have a USB 2.0 interface •9. Is FIPS 201 compliant •10. Has a software development kit available Instructions: In responding to this request, state your qualifications to provide each of the mandatory requirements listed above. Your response to each requirement must include: •1. Paragraph numbering identifiable to requirements listed above •2. Description of capabilities •3. Organizational information including your point of contact with telephone, fax, and e-mail address All qualified sources should respond to this request by submitting an information package in accordance with the instructions provided. Vendors responding to this request and deemed qualified by the USCP may be requested to submit further information. The USCP will not be responsible for any costs associated with the preparation of responses to this request. Responses to this Notice are due to the POC no later than July 6, 2009, at 2:00 PM EST and shall be submitted electronically via email only to Christopher_carlson@cap-police.senate.gov. The subject line of the email message shall be: Biometric Access Sources Sought. No other method of transmittal will be accepted. The response shall not exceed twenty (20) 8 ½ x 11 pages. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the USCP to information in any files attached to the response is the responsibility of the submitting party, Adobe PDF format is preferred and encouraged. The USCP is not responsible for any failure to access vendor's information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE USCP. ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
