- This is a combined synopsis/solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and all attachments. In addition, this solicitation is set aside for small business in accordance with FAR 19.502-2 Total Small Business Set Asides. This announcement constitutes the only solicitation; Quotation is being requested and a written solicitation will not be issued. This Solicitation is an RFQ and the solicitation number is W15QKN-09-T-0136. The U. S. Army Contracting Command, Picatinny Arsenal NJ intends to solicit and award a Firm-Fixed Price purchase order utilizing full and open competition (FAR 6.1) for the procurement of an Electric Go Cart, Recharger, Remote Control Transmitter and Receiver in accordance with the Statement of Work. Closing date for receipt of proposals is 5:00 p.m. EDT, June 15, 2009. Any response received after the due date and time will be considered untimely and may not be further considered for evaluation (ref. FAR 15.208(b)). Evaluation and award shall be made in accordance with FAR 13, Simplified Acquisition Procedures. Offerors shall submit proposals via e-mail to: mark.zator@us.army.mil or greg.rodriguez@us.army.mil. Offeror is required to include in their proposal their business size (i.e., small business or large business). The appropriate NAICS code and small business size standard is 441221 and 7 million dollars, respectively. QUOTATION SUBMISSION INFORMATION (supplemental information to Reference FAR Provision 52.212-1 Instructions to Offerors-Commercial Items) The Offeror's quotation must include all data and information requested and must be submitted in accordance with these instructions and with the requirements as stated in this solicitation. The Offeror shall not submit their quotation on Standard Form 1449 (as referenced in 52.212-1), but instead will use Letterhead Stationery for electronic proposal submission. All material must be submitted in Microsoft Word format (Windows Platform. In addition, it is required that electronic submissions are scanned with the most up-to-date virus definition, with antivirus software of your choice. SCHEDULE OF SUPPLIES PRICED CLIN STRUCTUREThe following is a list of contract line item number(s) and items, quantitiesand units of measure, (including option(s), if applicable): CLINUNITQTY0001Electric Go Kart, Recharger, Remote Control Transmitter and Receiver 1 STATEMENT OF WORK (SOW)Electric Go Cart, Recharger, Remote Control Transmitter and Receiver 1.0 Scope1.1 This Statement of Work (SOW) describes the Governments requirement for an Electric Go Cart, Recharger, Remote Control Transmitter and Receiver. 1.2 The TBRL is need of this electric go cart in order to conduct indoor testing that would normally be done outdoors with a full size vehicle. The TBRL is utilizing simulation techniques to scale down the vehicle and associated tactical checkpoint scenario in order to conduct testing inside the laboratory where environmental conditions can be controlled. The TBRL has been built to function as a laboratory where human testing can be run to gather data on human response to stimuli that may be employed by Soldiers. The data gathered with this electric cart will be used to improve Soldiers performance and effectiveness at tactical check points as well as at entry control points. 2.0 Applicable Documents2.1 None 3.0 RequirementsThe cart shall possess the following characteristics:3.1 Cart shall be electric and utilize no other means of fuel to run.3.2 Cart shall be able to accommodate a grown man or woman allowing for a minimum weight of 80 lbs, a maximum weight of 300 lbs, a minimum height of 54 inches, and a maximum height of 78 inches. 3.3 The cart shall have safety features including a fully enclosed bumper system, and a four point seat belt harness.3.4 The cart shall integrate with a remote control system that controls/limits speed, as well as have an emergency stop feature.3.5 The cart shall have and come with an electric charging system.
