Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals that are being requested and a written solicitation will not be issued. Firm fixed-price offers are requested under this Request for Quotation (RFQ), number L09PS00623. This document incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-32. This solicitation is set aside 100% for small business under the North American Industry Classification System (NAICS) code 332313. The Small Business Standards for this NAICS code is 500 employees.REQUIREMENT: The Bureau of Land Management, Idaho State Office has a requirement for 36 fourteen foot Water Trough with brace and bird ladders. This solicitation is all or none. DESCRIPTION/SPECIFICATIONS: Vendor shall furnish labor, materials, and equipment to manufacture and deliver water troughs with bird ladders. Items shall be constructed in accordance with the specifications and as shown in the drawings. A line drawing is available upon request. QUALITY ASSURANCE: The troughs shall be water tight. Couplings shall have threads free of damage. Any trough warped in excess of inch between any diagonal measurements will be rejected. FEDERAL SPECIFICATIONS: TT-P-641G Primer Coatings, Zinc Dust-Zinc Oxide (for galvanized surfaces), A. AMERICAN SOCIETY FOR TESTING MATERIALS: ASTM A6/A6M-87 General Requirements for rolled Steel Plates, Shapes, Sheet Piling, and Bars for Structural Use. ASTM A36/A36M-87 Specifications for Structural Steel, ASTM A120-84Pipe, Steel, Black, and Hot-Dipped Zinc-Coated (Galvanized) Welded and Seamless for Ordinary Use, ASTM A123-84 Zinc (Hot-Dip Galvanized) Coatings on Iron and Steel Products, ASTM A569/A56 Steel, Carbon (0.15 Maximum, Percent), Hot-Rolled Sheet and Strip Commercial Quality, ASTM D3363 Film Hardness by Pencil Test, ASTM D3359 Measuring Adhesion by Tape Test, ASTM D-522 Mandrel Bend Test of Attached Organic Coatings, B. AMERICAN WELDING SOCIETY: D9.1-84 Welding of Sheet MetalSUBMITTALS: Manufacturer's Literature: Submit three copies of the Manufacturer's Literature for each Coating used.PRODUCTS: MATERIALS: A. Troughs: Trough material shall be 14-Gauge Steel Sheet. Trough and appurtenances shall meet the requirements of ASTM A6/A6M-87, ASTM A36/A36M-87, and ASTM A569/A56. Galvanized steel sheet, 14-gauge shall be used when not using the hot-dip method of fabrication.B: Coatings: Troughs and braces shall be painted or galvanized as per pay item in the Measurement and Payment Section.1. Zinc (Hot-Dipped Galvanized) Coating after fabrication: Troughs galvanized after fabrication shall have galvanized trough braces. Trough and appurtenances shall meet requirements of ASTM A123-83. Welded or damaged galvanized coating shall be painted with a zinc-rich paint meeting the requirements of F.S. TT-P641G. C. Trough Brace: Trough brace shall meet the requirements of ASTM A6/6M-87 and ASTM A36M-87. D. Fasteners: Bolts, washers, and nuts shall be cadmium-plated or galvanized. Bolts, washers, and nuts shall be 5/16 x 1 inch with hex head. E. Piping: Piping shall meet the requirements of ASTM A120-84. F. Float Cover and Bird Ladder: Coat the entire float cover and bird ladder with a baked on polyester powder coating. The film thickness shall be 206 mils. Adhesion shall be in conformance with ASTM D-3359-B. Pencil Hardness shall be in conformance with ASTM D-522. The color shall be green. Alternate proposals for float cover and bird ladder coatings will be accepted. Furnish proposal with bid package.FABRICATION: A. Edges: Edges shall be continuous around corners with welds ground smooth. B. Bends: Metal shown bent (broke) shall be shaped so as to fit adjoining piece with a minimum gap. C. Ends: Fabricate ends out of one piece. D. Welds: Trough and pipe-couplings shall be welded with full welds and be water tight. Welds shall meet the requirements of AWS D9.1-84. E. Seams: Fabricate troughs out of steel sheets as large as practical to reduce welded seams to a minimum. Set seams flush with adjoining piece to provide smooth butt corner joints. F. Galvanizing: Troughs and appurtenances shall be hot-dipped galvanized after fabrication in accordance with ASTM A123-84. Threads on couplings shall be cleaned of excess galvanizing to facilitate unobstructed connection of other fittings. If the trough is manufactured from galvanized steel sheet, this fabrication is not necessary. G. Stacking: A minimum of Two 2" X 2" wood shims shall be placed across the inside bottom of troughs before stacking to prevent troughs from wedging tightly together and hindering separation.EXECUTION: INSPECTION: Shop or field inspection will be conducted. If welds are found to be defective, they shall be removed by chipping with a round nosed tool, or by arc or oxygen gouging, and then re-welding. Sandblasting, welding, and painting may require testing by a certified laboratory.TESTING: The Stock Water Troughs shall be hydro-statically tested by filling the troughs with water to the maximum water level.MEASUREMENT AND PAYMENT: METHOD OF MEASUREMENT: Units:The quantity of Stock Watering Troughs and Float Cover/Bird Ladders measured and paid for will be the actual number fabricated and accepted. BASIS OF PAYMENT: Prices and payment will be full compensation for the work described in the section. Payment will be made under: ID-17510(4) Stock Water Trough (Galvanized)............................Each ID-1750-2 Bird Ladders and Hinged Valve Covers........................Each DELIVERY: Estimated Delivery Date: 7/30/2009. Packaging Requirements: A minimum of Two 2" x 2" wood shims shall be placed across the inside bottom of troughs before stacking to prevent troughs from wedging tightly together and hindering separation as a standard commercial practice. The delivery address is: Bureau of Land Management, Burley Field Office, 15 East 200 South, Burley, Idaho 83318-9501. The FOB point will be destination. "FOB Destination" means that all costs for transportation or freight from the shipping point shall be paid by the Contractor and included in the unit price quoted for each item.
