- Description
- The Virginia Contracting Activity intends to issue a sole source award to Logistics Management Institute. The contract will be made on a sole source basis in accordance with FAR Part 6.302-1(a)(2) and FAR Part 13.501(a) - Sole Source Acquisitions. This notice is issued for informational purposes only and is NOT a request for competitive quotes. The Contractor shall provide technical expertise to establish, manage, and sustain Infrastructure Condition Assessment Model (ICAM). Conduct facilities condition assessments utilizing ICAM database to survey military installations, (partial occupancies in most cases) located both inside and outside of the Continental United States. Specific locations include Pearl Harbor Naval Station, Hawaii and surrounding area, RAF Molesworth, England, Patch/Kelley Barracks Stuttgart, Germany, Offutt AFB, Nebraska and Peterson AFB, Colorado Springs, Colorado. Convert ICAM assessment data and to reflect current status and costs required to recapitalize critical facility infrastructure components (i.e. electrical substations, transformers, uninterruptible power supply (UPS) systems, chillers, air handling units, transformers, boilers, etc). Validate information provided from previous surveys performed by others. Provide a high level assessment summary report detailing any life safety deficiencies associated with the facility. Review all available drawings and documentations associated with the facility. Compile comprehensive list of priority projects identified by the local facility manager maintenance personnel. Review major building systems including but not limited to the mechanical, electrical, plumbing, structural, life safety systems. Compile a prioritized list of deficiencies with associated costs for replacement. Identify life cycle projects and establish a schedule for replacement including: Fire sprinkler system, fire alarm system, CO detectors, etc. Inspect the electrical distribution to main panels, sub panels to ensure no fire hazards exist. Logistics Management Institute is the only known source capable of fulfilling the requirements. Any interested party should submit a statement of capabilities in sufficient detail to determine if the requirements of this notice can be met; no later than 5 days of this announcement. A determination by the Government not to compete the proposed contract is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive requirement.
