Description
In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act of 2009, Pub L 111-5, THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. In accordance with FAR 5.704, Publicizing - Preaward, the Government posts this notice of intent to issue a modification to existing Department of State task order SAQMMA08F3448 under Indefinite Delivery, Indefinite Quantity contract SAQMPD07D0068 with Edgesource Corporation, 901 N. Washington Street, Suite 402, Alexandria VA 22314. The project description is as follows: provide information technology support related to the cyber security training program in support of the Information Assurance Branch (IAB) of the Diplomatic Security Training Center (DTSC). Tasks include course analysis, gap analysis, planning, technical support, course delivery, course coordiantion, and course development. The original order was awarded as a competitive task order in the Service-Disabled, Veteran-Owned Business (SDVOB) set-aside pool between the two Department of State Hybrid Information Technology Services for State (HITSS) SDVOB contractors. The rationale for using other than a fixed-price approach is that the level of effort for the required IT services depends on variables that were not known prior to task issuance and neither the Government nor the Contractor were able to estimate the extent or duration of the work with any reasonable degree of confidence. Because of the uncertainly of the work, a fixed price task order could not be reasonably negotiated and only a labor-hour contract could be reasonably awarded.
