Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-09-Q-3554. NUWC Division Newport intends to purchase the following items: Sole Make and Model is required. No substitutes. Each of the Germane Parts listed should make up a total of two Germane units (must be 3U rack mount computers). 2 ea Germane 71722-01 GS3410 Chasis;2 ea 52787 motherboards;4 ea 528474 CPU; 8 ea 53114 mem;2 ea 52493 SM IPMI;2 ea 52039 FDD;2 ea 52851 graphics;2 ea 53033 DVD;8 ea 70010-02 carrier; 6 ea 53048 HDD, 2ea 30053 VMWARE; 2ea 30054 windows;2 ea 80014 load;2 ea 8000 assembly;and 2 ea 71894-01K kit. Each computer must have the following: Quadcore Xeon CPU;32 Gig Ram;3 PCI-E slots;and IPMI! Health Slot. Sole Make and Model is required because only Germane can supply the power required with the ruggedized dependability at a reasonable cost and is compatible to the systems already in place. Required delivery is 14 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. This is 100% set-aside for small businesses. Size standard is 1000. Award will be made to the responsible offeror proposing the lowest price for the supplies or services meeting the requirements of the solicitation. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Impl! ement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: none. Offers should include price and delivery terms and the following additional information: none required. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
