- This is a pre-solicitation announcement. The Federal Bureau of Investigation (FBI) will be soliciting bids utilizing full and open competition for the construction of a New office building, with expansion to an existing central utility plant (CUP), and an open Parking Structure, with associated site work for the entire project. The facility will be located at the FBI's Criminal Justice Information Services (CJIS) Division in Clarksburg, West Virginia. The New 375,000 gross square foot office building, 1,277 car parking structure, 18,500 gross square foot CUP Expansion, and site development of over thirty (30) acres will be built to support the FBI and Department of Defense (DOD) Biometrics Technology missions, which includes approximately 1,400 combined staff. The work will be Bid, Awarded, and constructed in two (2) separate phases. Phase I will be Site & Parking Structure Package and Phase II will be the Main Office Building & Central Utility Plant Expansion Package. Phase I will be issued in the summer of 2009, and contract award estimated to take place by the fall of 2009. Phase I construction completion is scheduled for fall of 2010. Phase 2 will be issued in the spring of 2010, with contract award estimated by the late summer of 2010. Phase II construction completion is scheduled for summer of 2013. The FBI estimates that the Phase I work will be substantially completed by the Phase I general contractor prior to the award of the Phase II work to the subsequent general contractor. The project has been registered with the United States Green Building Council (USGBC), and will be designed to comply with Leadership in Energy and Environmental Design (LEED) Silver criteria. The Government will submit all required design and construction documentation to the USGBC to obtain the LEED designation upon project completion. The estimated cost of construction for both Phases is over $100,000,000.00. Payment and Performance Bonds will be required for all Bid Packages. The Bidders awarded the resultant contracts shall be subject too passing background investigations on its company, subcontractors, and all individuals assigned to these projects. The contractors wishing to receive Bid documents will be required to submit a refundable Bid deposit in order to receive the specifications and drawings for the projects. No further information on these projects is available at this time. Further information will be published at a later date in the FedBizOpps.
